No. There will be nothing to restore without a backup. If you can  backup - meaning if the iPad is not disabled and it is still working - backup first and then restore the iPad.
Is there some reasons why you can't backup first?

    You won't lose photos that you've taken with the iPad, copied to it via the camera connection kit or saved from emails/websites - those photos aren't affected by syncing.
    If they are photos that were originally synced from a computer and this isn't the same computer, then you should be prompted as to whether you want them replacing - but there is a risk that they will be removed.

    The answer is maybe. A lot depends on how the PDF was created and what is there. If it was created using PDF Maker in WORD, you can probably recover it almost perfectly. If it was a scan that has been OCR'd, it may depend on the fonts that are used with the OCR. So the answer is generally yes, but the quality of the result can be anywhere from great to pitiful.

    I appreciate the answer, but what you describe is not entirely accurate.  First, to even see view, you have to enable the menu by clicking on the icon in the upper left.  View allows you to show the sidebar.
    Second, you will NOT see your devise listed in sidebar or anywhere else.  Instead, you have to click on "devise" from the sidebar menu, wait a minute, and then it will finally show up under "devise."   Or maybe it just takes a minute to show up whatever you do. 
    Third, right clicking on your devise will take you to a menu with "transfer my files" on it, but then iTunes will refuse to make the transfer.  Instead, it will tell you that <your apps> on your <devise> could not be transferred to iTunes "because you are not authorized for it on your computer."  Apple unhelpfully suggests going to store> authorize this computer.  There is a "store" menu item on the sidebar, but it has no "authorize this computer" sub-menu.  Instead, go to the horizontal menu at the upper left, and THERE you will find "store" and the "authorize this computer" sub-menu.  Now you can transfer your files, to who knows where.
    My iPhone 5 is my first Apple devise. So far my experience has been, to do A, which must be done right now, you must first do B.  To do B you must first do C, which is unexplained save in answers in user forums.  To do C you must first do D, which, after several hours of research and puzzle solving, can eventually be done.

    No since thay have not been backed up. Hopefully the phone will work long enough after the 'rice treatment" for you to recover the phone and do a backup. The rice sometimes does not work. Good luck.

This morning, the phone will not reboot, the Apple logo just remains on screen. I have never sync'd this phone to my iTunes library so there is no backup. Is there a way to recover the photos/videos that are on the phone? I am hesitant to resore the phone for fear of losing the data (mostly photos). Any help is appreciated.

    If the iPhone has not been backed up, you will definitely loose what is in the Camera Roll when restoring the iPhone.
    Photos/videos in the Camera Roll can and should be imported by your computer as with any other digital camera, which is not handled by iTunes. If you are unable to back up the iPhone before restoring and you are unable to import the Camera Roll before doing so, the data will be lost.

    There are ways to get content off the iPod from another computer, yes. Someone has to know a bit about what they're doing, though, but it's not horrendously difficult. So it is possible that someone could get your photos.

    my itunes library has been getting bigger and bigger so a few days ago I decided to transfer all my itunes media to an external drive to free up space on my internal drive... So far so good, all 106gb of the music and movies have transferred across and iTunes can find it all etc.
    MY PROBLEM:
    the problem is that now all my playlists have gone, ie they are still shown in iTunes down the left side, but they are empty
    All the playlists are still active and present on my ipod, since I haven't yet reconnected it. I also have a couple on my iphone, also not yet reconnected.
    Is there a way to restore my deleted playlists (obviously not manually!), perhaps by synching my ipod to itunes, although I suspect this might simply delete the playlists from my ipod?
    A bit more detail on how I transferred my iTunes media: I copied the iTunes music folder (which includes movies) to my external hardrive. I then deleted the content from iTunes. I went to Preferences, Advanced and re-pointed my iTunes media location to my external drive. I then went File, Add folder to library and after a bit of time it was all there again... I am running iTunes 10 on a PC with Windows 7.

    Buy a 3rd-party ipod manager that supports your model of ipod and also supports getting playlists off of it. There is no transferring of playlists from ipod to itunes using itunes itself.

    I'm not sure how you moved stuff around. If you used the itunes file > library > consolidate command to move the files to the exHD, your playlists shouldn't be empty.
