HT4623 After ios7 update can't send or receive emails. Have turned off and on, hVe rebooted, have deleted account and adding as new. Now what?

Upgraded to ios7 on iPad 2. Now can't send or receive mail (outlook).
I tried starting and restarting. I tried rebooting. I tried deleting mail account and adding in again. I
Now what do I do?

I think I have solved this problem on m iPad2 by:
1. Reinstalling my email account.
2. Changing the settings on my PC to stop it from deleting my email from the server before my iPad could load them.
My PC uses Windows Air Mail. I made no known changes to my PC from the time I was running iOS6 to the installation of iOS7 ??? MS did come out with several updates this week??
3. In the same time frame when I was scrolling through web pages the Control Bar popped up every third stroke. It is very easy to change the setting of the Wy Fi setting from On to Off while deleting the unwanted Control Panel without any indication. This means that the Wy Fi must be constantly checked to make sure that is ON???
The three problems at the same time have made this the worst mess to fix in 12 years of internet use. The fix has lasted for about 8 hours at this point, Tomorrow will tell.

They will not be erased from your phone, they will only not be included in the iCould backup anymore.

If there are any photos that you don't want to keep, you can delete them. Just open photos and select the item you want to delete. Then click the Trash icon and tap Delete Photo.

You will not have the old iPhone after the replacement - replacement
means they give you a new iPhone in exchange for your old one.
If your iPhone has been in the sewer, there is little chance it will recover.
And if it does, it most likely will fail in the near future. Use your insurance
to replace it.

Sign into the iTunes store with your son's account. Once signed on, you will see his user id in the upper right-hand corner just under Search Store. Click on the small arrow next to your son's user id. Click on Account, and once in there, you will see the Credit Card info with an Edit button to the right of it.
Click the Edit button, and update as desired. Save to update.

What sort of card are you trying to use ? If it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined
If it's a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management

If you can you can choose the None option and only put the card info in when you want to buy something. It also makes your account less suceptable to hackers as there is nothing that they can use to buy anything.

Select None in the Payment Information window.
Then purchase iTunes gift cards which you can redeem from the iTunes Store to make purchases. Be aware, that the None option is not available in all counties.

I cant seem to get my card details off my account and all the ones i have read are for America but i am English.

I cant use my card on my account for some reason i don't know so i put my itunes voucher on but that doesn't work. So I tried to delete my account but i cant, so i tried to make a new one but i cant get my card details off my old one, how does this all work out? also i am from england and all the ones telling you how are not for england.
