Thank you for the question. I understand that you are concerned about losing your media files when uninstalling, but the media files and the application files for iTunes are stored in different locations. When uninstalling the iTunes application, your media files are not affected.

You can try installing 7-Zip (free), then right-click on the iTunesSetup.exe or iTunesSetup64.exe file to unpack its contents, and install AppleApplicationSupport.msi as a standalone component. It may still not install successfully, but if it doesn't you may get a more useful error message regarding the reason why.

Depending on what country that you are in you might be able to re-download past music purchases via the Purchased link under Quick Links on the right-hand side of the iTunes store home page - re-downloading : http://support.apple.com/kb/HT2519
But if you only re-installed iTunes and you didn't remove the actual music from your computer, then it should still be on there, and you should be able to add it back into iTunes via File > Add Folder To Library - by default your iTunes content should have been stored under :
Windows 7 and Vista : \users\username\My Music\iTunes.
Windows XP : \user\Documents and Settings\username\My Documents\My Music\iTunes. -

A Restore first downloads a new copy of iOS to your computer. On a slow Internet connection this can take a long time. How fast is your connection? How long would you expect it to take to download 900 MB?
That's assuming nothing is interfering with the download. Some firewalls and antivirus programs will block the download or slow it down. So you should temporarily disable your security software. Security software can also block the update after the iOS download is complete. -

LgInstall 7-Zip (free), or a free trial of WinRAR, and use one of them to extract the contents of the iTunesSetup.exe or iTunesSetup64.exe installer file, then try installing AppleApplicationSupport.msi as a standalone component. Before you try un-installing iTunes you need to de-authorize the computer (otherwise, as I found out the hard way, iTunes will think that you've got 2 authorized computers on your account instead of just one). You should also make sure that you have full backups of all your media content. You can also back up the iTunes library file which contains your ratings, play counts, etc... which, depending on the size of your library, will save a bucketful of time after the re-installation.
If you've on a pc then the uninstall itself works the same way as if you were uninstalling any other software: go to Add or Remove Programs, select iTunes, click "Remove"... and wait (it'll take a while to complete). Then go to the iTunes website and download it.
After that, you can re-load your media files, and import the library, from your backups. iTunes should work just as well as it did before the re-installation.

Try following steps:
1. Go to Microsoft website to fix install and Unistall problems. Click "Run now" from Fix it to remove all iTunes & related installer files:

Be aware that Windows Installer CleanUp Utility will not remove the actual program from your computer. However, it will remove the installation files so that you can start the installation, upgrade, or uninstall over.

Use the Control Panel to uninstall iTunes and related software components in the following order:

After installing itunes, my desktop computer doesn't recognize my internal cd rom/burner. I removed itunes and it works ok and when I reinstall itunes it won't work again. I went into the windows registry files and deleted the lower filter which is one correction for this and it worked ok until the next itunes upgrade and now it won't work again. iTunes 7 is about 7 years old. Almost certainly your devices would not be recognized. Could you possibly mean 10.7?
It would be useful to know if you are using a Mac or Windows.
Upgrading software normally does not affect the library. Still, there are weekly complaints by users who say they have lost something while updating so you should make sure you have a backup of your computer before updating any software at all.
