If i use 12W charger to charge my ipad mini, is that will cause battery failure after charging?

this is because the original 5w charger is damm rubbish, everytime charging it also will stop for few min to cool down charger and recharge back for few times due to overheat problem. why the apple inc dun directly change a 12w charger in fact of the 5w charger got problem?

I have no idea what you are referring to. If you have a new iPad, then it uses a 12w adaptor. If you have an iPad 3rd gen earlier, it uses a 10w adaptor. iPad Mini uses a 5w adaptor as do iPhones.
The cost of the adaptor is irrelevant. The devices dictate what wattage adaptor you need to charge them. From Apple:
iPad models come with one of two different adapters. iPad (third generation) and earlier comes with a 10W adapter while iPad (4th generation) comes with a 12W adapter. iPad mini comes with a 5W adapter.

    The 10W charger will work on all of Apple's iDevices. It will charge your Mini faster.
    The quickest way (and really the only way) to charge your iPad is with the included 10W or 12W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (2.5W, most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.

    I used my iPod touch power plug and cord in France with no problem.  I did need an adapter to allow me to plug our 2-blade plug into their round-post outlets.  There are no electronics involved in that, just metal pieces.  You can pick those up cheaply online (I just borrowed one at my hotel).  (PS - I live in the US).

    Try a different cable
    Try to clean out the 30-pin/Lightning port on the device using a clean toothbrush (or similar) & blow it out. There may be dust/lint preventing proper electrical connection. The older 30-pin port is much more prone to dust & lint getting inside and it's internal conductors are very small. Clean the port out thoroughly and also the 30-pin connector on the cable.
    Don't charge using the USB ports on the PC. Most PC's USB ports do not supply enough current to properly charge your device. A USB port (or the iPhone's charger) supplies 5 watts of charging current. The iPad Air's charger supplies 12 watts of charging current. Trying to charge your iPad with your PC's USB ports or the iPhone's 5 watt charger is like trying to fill a water bucket (iPad's battery) with a little toy squirt gun (PC's USB ports or iPhone 5 watt charger).
    Instead, use the charger that came with the device and the cable that came with the device.

    I have the same problem. Replaced the battery an the same result. Had the new battery replaced and same result. My guess is the drive is staying on at all times running the battery down. I don't think it's worth fixing so I'm living with the problem until I purchase another unit.

    Who replaced the battery? If it wasn't Apple the replacement is probably bad also. Either that, or the logic board is bad.

    I have an iPad mini with retina display and an iPhone 4S.  Have both the small and large adapters (5W and 12W I believe) that came with the two products.  I am traveling abroad and want to know if I can just use the smaller adapter (little cube-shaped one, 5W) for both the ipad and the iphone.  OR, can I forgo taking the Apple adapters that were supplied, and instead use one of the travel adapters that has two 2.1-Amp USB ports?

    You can use the 5W to charge the iPhone, but if it charges the iPad Mini Retina, it will be slow, so you would have to turn it off and let it sit forever to get charged.  If you were going to take just one, take the 12 W on as you can use it to charge both devices without issue.
