i just dropped it on the sidewalk this afternoon and i thought i dropped it on the case but it hit just right so it completely cracked. will i be able to send it to apple and get a new ipod free or replace the screen? i only had the ipod for 8 months.

Without AppleCare+, no, not even a free repair. You dropped it, so it's on your dime now. You wouldn't expect free repairs to your car after crashing it into a pole, would you?
Also, note that Apple may not be enthusiastic about repairing it, because a dropped iPad may have other issues beyond a broken screen. Other internal components may have been damaged. Buying a replacement may be the best way of getting back a reliably-functioning iPad. But you could also go with a cheaper repair from a third-party company that will just replace the screen and let you worry about whether or not that repair is sufficient. That kind of repair voids the warranty, but it's already void thanks to the damage anyway.

1) you can get a replacement one, though you might have to pay the out of warranty price for the device (normal iPod touch 4th gen 8g = $99)
2) If you don't have the iPod itself, its is highly unlikely they'll replace it since you won't be handing the original over (since its in your locker)

I recently bought a new iPod Touch 4G about 2 weeks ago and today when I tried to sync it with iTunes, it said that iTunes cannot read the contents of my iPod and that I have to factory restore my iPod.

Yes, if you have icloud backup or itunes backup you could get your app data back. You can do so later in the activation on the ipod touch not on itunes. Inertnet connection required (wifi). The error is only fixable by restoring the ipod touch and this can be preveted by downloading itunes 10.6.3 which can be downloaded here: http://www.apple.com/itunes/download/ and by have one of these os windows xp, vista, 7, macintosh 10.5, 10.6, 10.7. Specifically, no. Unless you had already transferred the Camera Roll those pictures are not recoverable. Furthermore, unless you have a current backup on iTunes you won't be able to recover anything more recent than the last backup. If your other photos are already in iPhoto, then they can be restored to a new device.

Try the Hard Reset
After charging till full charge, at least 2 hours (preferably 4 hours)
Toggle the Hold switch, make sure you dont see the red mark when you do the next step
Reset the iPod -> Press Menu and Center button simultaneously for about 10 secs or till the Apple Logo comes ON
Then release the buttons
Select your preferred language.

No one here works for or represents Apple, thus no one here can definitively answer your question. Out of warranty replacements require the phone, you're replacing, be in one piece. Generally, when you perform surgery yourself, you void the ability to take advantage of an out of warranty replacement.
Put everything back together, make an appointment at an Apple store & hope for the best.
