In what regard? Restrictions would not impede in iCloud. All they do are allow certain changes (like age-appropriate content on App Store to be changed), and to prevent some apps from being shown on the device if they aren't going to be used, for example, I have restrictions active on my iPhone with the Youtube App turned off so it doesn't show on my home screen, and youtube links don't open into it (i find the application clunky and prefer the website).
If the device is restored; Anything put in place by restrictions and the prior user are renderred null as the settings get completely erased.

You have to sign out of the old one and then sign back in with the new one. On an iOS device it's Settings>iCloud and click 'Delete account' (this will not delete the account from the server, just disengage the device from it). On a Mac it's System Preferences>iCloud and click 'Sign out'.

Im sure this question has been asked time and time again but can someone find a stolen iphone after its been "wiped" with the "find me" app?
this was the first time this has happen to me :-(. i think its sad the lowlifes are going around taking peoples iphones (and other items). Not that any body cares im a student putting myself through school who saved money to buy this phone not even a month ago. i feel so confliced because i question if i shouldve taken that one call and replied to a text msg in the first place.... thank god for insurance but im a broke collage student so it only goes so far but i digress. i am open to any suggestions into what i can do to pervent this happing again. i do know about the find me app.
also im new to this forum thing; normally im just a "reader" of these things. so with that said, could you please post helpful information or thoughts i would greatly appreciate it. I thank you in advance!you should be able to still located your device. it can be found by using another device with the find me app. using the phone number should located it. although, people who steal these devices are usually smart about it. they will wipe the slate clean on phone and turn off the enable location function and just use it as a ipod touch basically and jail break it. yes it is sad that people cant keep their hands off of peoples things. but i would go to your nearest service preovider and let them know what happen. they will be able to do a location pin point for you if its not too late. i would do it , like.... tomorrow. good luck

selynTechSorry, but without knowing the Apple ID and password that has been used to set up the phone, you can't set it up with a different Apple ID. The Activation Lock has to be deactivated first. And nobody but the previous owner can do that.

My new iPhone was mistakenly setup with a new account diferent from theone on my iPad and MAC, iTunes and Mobile Me. I finally got Lion and moved my MobileMe to iCloud. I then found out this mistake when my iPhone was not synching with my iPad and MAC. the onloy way I can see to fix this is reset the account my iPhone iCloud if set to, but see not way to do that or any instruction to do this resetting. Does anyone know how to do this?
Go to Settings>Mail, etc.>iCloud and delete the account. Then add in a new account with the details you want.

No. You have reached Activation Lock, a security feature that can only be signed out from by the original owner. Not even Apple can help you out with this.
Sorry but the device is useless. Seeing you cannot contact the previous owner then a refund also seems impossible which would have been your only other option.

Having lost my original email password, and Icloud account password, will deleting my iCloud account off of my phone strip images from my photo stream? I am in desperate need of updating my Iphone and have already set up a new icloud account, but am worried that it will take with it's deletion valuable memory stored in my phone. Please help. You will lose the data stored in the iCloud account - like contacts, reminders, calendars, etc. Photos will not be erased. I'd sync to itunes before connecting to the new icloud account to be safe.

What you mean by 'buy and create a new id', it's free to create iTunes accounts. But until you've logged out of your existing account, you won't be able to log into a new account. -
Before IOS 7, I created an account on my wife and childrens iPhones, iPads and iPod devices with my iCloud account, only having the Find My iPhone function turned on. It worked great. Now, with IOS 7, it is not working and I don't have the option to have the Find My iPhone function on my iCloud account on their devices. Does anyone know how to make this work? My family loses their devices frequently and I am concerned I won'e be able to help them find them. Thanks!!
They only need their main iCloud account to have Find My iPhone on. If your account is not their main account it won't work. Only one account can enable that function on a device. They don't need to have the app on their devices unless you want them to find you.
If you can see the devices when you log into their accounts on your Find My iPhone app they are being recognized by the app. But as Winston said if they're not turned on, if they are not on a network, cell or wifi, then they will read as offline. This often happens when I look for my wife's phone when she is at work, her wifi system there does not keep the connection active when the device goes to sleep and in some areas of the building there is poor to no cell connection. And sometimes the service just doesn't pick them up for no obvious reason.
iOS 7 has several annoying glitches right now that hopefully will be resolved soon and this could be one for you. I would try this again by having all the devices in one location , restart all of them, make certain the function is enabled on all of them and that wifi is connected ( if you have a wifi network available ) or that they are connected to a cell network with a strong signal. Then launch the app on your phone and log in with their accounts, their locations should show up. -

So after i use my iphone and set it down, it shuts down like when my phone is out of battery when i am at like 90%. Then i gotta plug it in and it will turn on but then i have no phone signal. So then i reset it and its fine. Then it happens again. Please Help.

Welcome to the Apple Community.
You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.
If the device is wiped by you or another, you may not be able to locate the device (although some have reported they can)
