Apple will not repair any iOS devices in the US.  If you take it to an Apple store genius bar you can get an out-of-warranty replacement of the iPhone 4s for $199 in the US.

    Not quite clear about the question. Does the camera take pictures in lower quality after you dropped the phone than before? In that case the camera might be damaged and your phone needs to be serviced:

    Some more things to try before that:
    Camera
    Camera isn't functioning or has undesired image quality
    If the screen shows a closed lens or black image, force quit the Camera app.
    If you do not see the Camera app on the Home screen, try searching for it in Spotlight. If the camera does not show up in the search, check to make sure that Restrictions are not turned on by tappingSettings > General > Restrictions.
    Ensure the camera lens is clean and free from any obstructions. Use a microfiber polishing cloth to clean the lens.
    Cases can interfere with the camera and the flash. Try gently cleaning the lens with a clean dry cloth or removing the case if you see image or color-quality issues with photos.
    Try turning iPhone off and then back on.
    Tap to focus the camera on the subject. The image may pulse or briefly go in and out of focus as it adjusts.
    Try to remain steady while focusing:
    Still images: Remain steady while taking the picture. If you move too far in any direction, the camera automatically refocuses to the center.
    Note: If you take a picture with iPhone turned sideways, it is automatically saved in landscape orientation.
    Video: Adjust focus before you begin recording. You can also tap to readjust focus while recording. Exiting the Camera application while recording will stop recording and will save the video to the Camera Roll.
    Note: Video-recording features are not available on original iPhone or iPhone 3G.
    If your iPhone has a front and rear camera, try switching between them to verify if the issue persists on both.

    If you had previously been backing up to iCloud (or a computer with iTunes), you would possibly have a backup.  That said, if you can't turn the phone on, you cannot create a backup of the device now.  Sorry.

    You can't restore an iPhone 3G from an iPhone 4 backup. Until you get a replacement you can access your iCloud data at iCloud.com on a computer.

    Water in itself will not kill electronic components if you let it dry out.  Your first reaction to turn it off was a good one but you could have waited even longer.
    It also depends what's on your water that will stay after the water itself had dried; like salt. Anything that iseither acid or conductor left on the circuit board will reduce the life of the board.  Given said this, no one could state how long your iPhone will work since no one will know for sure where the water had time to infiltrate before you removed your device and no one what's may left there.
    Consider yourself lucky.  I don't understand however what you mean by a sensor triggered.

Like it not wanting to charge random times and getting stuck on dock connector mode. The LCI indicator is red aswell.I have Apple Care though.     Using the hair drier, even on cold, was a big mistake it just forces the moisture farther into the iPhone.
    In your original post you said it happened a few days ago, now you say 3 months ago? That is more that a few days. Regardless the moisure sensor has probably been triggered and my answer remains the same.

    If you are talking about the warranty from Apple that would have expired when your iPhone hit the water. So it doesn't matter. Just take it to Apple and purchase an out of warranty replacement for it.

    I dropped my iphone 4s in water yesterday.  Got out my old 3g to use temporarily.  I synced it to itunes and restored from backup.  However, none of my pictures or text messages transferred to the 3g.  Did I do something wrong?  Why won't those transfer?  I had just synced my 4s over the weekend.  Everything I have read says to just hit restore and it should have restored to what was on my 4s.  Can someone please tell me if I've lost those things forever?

    If you got a replacement iPhone 4s or iPhone 5 you could restore the backup of the damaged 4s device to either device.

    If you don't have a backup for the iPhone with iTunes on your computer and don't have an iCloud backup that hasn't been updated since choosing to transfer the backup for your iPod Touch to the iPhone, the data that was on the iPhone is gone.
