No. But you have to purchase a data plan in order to use the iPad via the 3G connection. Some 3G iPad owners do not have internet service at home and rely only on the 3G connection.
If you do not purchase a data plan to use with the 3G, then you will only be able to use your iPad where you can find a WiFi connection - like at a library, or a Starbucks, Barnes and Noble, a friend's house that has WiFi .....

On some some IDevices I see when you scroll down, it shows the temperature and the date. But on my iPad mini when I scroll down, it just shows the day. But at the bottom it says, " weather information provided by yahoo" I have yahoo weather installed. How do I get it to show the temperature too? Thanks.

Settings->Privacy->Location Services->Weather-> Turn it on.
It will show your current locations weather. Note that it uses GPS and internet access. so it may use your Cellular Data and battery.

If you are referring to Activation Lock, the password for the Apple ID signed into the device is required, there is no way around this. If you do not have the information and cannot contact the previous owner, the device is useless.

2012 iMacs do you get a USB with OS X on?

With the new 2012 iMacs not having a optical drive, do you get a USB with the OSX on it for reinstalling?
If not, tree is I expect a hidden partition, but what happens if this becomes corrupt, need to upgrade the HDD etc?

The OS X versions and upgrades are now done Totally on the internet. No, you do Not get a USB stick with Mountain Lion on it. The 2012 iMacs have a Mountain Lion Recovery Partition that you can access when rebooting, that allows you to reinstall a fresh copy of ML from the internet instead of from a Disk. And since Mountain Lion still contains the Time Machine app, it is assumed that you will maintain on ongoing backup to an external hard drive in case your internal hard drive everbecomes corrupted or fails.
