iTunes and the iTunes Store won't have anything to do with your photos. Those would be stored only on your laptop unless you made a backup of some sort. If you didn't, and the hard drive in your laptop has failed, then your photos are gone unless you wish to pay a disk recovery service a lot of money to try and get them back.
As to your music, if you purchased it from the iTunes Store you can probably re-download it. Go to the iTunes Store, log into your account, and click the Purchases link under the Quick Links. From there you should be able to re-download some or all of your purchased content. Note that not all content has been licensed for re-downloading in all countries at this time. You may need to set the voice mail up again.
Call your own number press the # key and it will have you set it up once again.
However it may have deleted the old voicemail. I believe voicemail is saved only for 14 days. If I am not mistaken.
Hopefully if you set it up the same as before they may have been saved.

You can't. If you can't rememeber your password, you will have to delete all of your existing backups & restore your phone as a new device. In essence, you start over.

Otherwise and far easier IMHO.. do a soft reset..
This means you press the reset button on the TC for 1sec.
All passwords revert to default.. (public) for 5min.
That allows you the chance to reset them. This time write them down.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

Whether you can re-download music depends upon what country that you are in (and whether it remains in the store). If you don't have a Music section in the Purchased tab in the iTunes store app on your phone for re-downloading it, then do you not have you library on your computer's iTunes or on your backup of your downloads ? If not then you could try contacting iTunes Support and see if they will grant you a re-download
