Illustrator or photoshop

Question

I'm a total and utter newbie to digital art. At 41 years old I've never created digital art, but I really want to have a go

not aiming for the stars or anything
I Studied Graphic Design many decades ago and I have two years of a Fine Art Degree behind me (before I dropped out on the advice of a friend who writes books for the UK educational system). I'm torn between Art and GD and have plans to design my own 'Brand' in the form of a name and cartoon style character, in connection with my love for the 'Surf' community.
My Question is:
Low budget, I can afford either illustrator or PS but not both! Which one would you advise I invest in?

Illustrator does vector but it doesn't do 3D (that I know of). Photoshop, however, does have 3D.

^^ You might be right, but when I said 3D, I was thinking along the lines of the videos in the link. Like I said, I am really, utterly and totally new at this, so I'll default to those who have more experience.
Don't get me wrong, I'm being a bit of a skinflint here! The basic package for both illustrator and PS is around £8 per month each, but I'd rather pay for one or the other to get me started. When I'm raking in the cash then I'll look at the other more costly options.
I agree, 3D does look hard, but its also the fact that from what I've seen there are effects that I can add in PS that I might not be able to do in illustrator.
