First try logging out oand back into the iTunes Store and see if that helps.

Is the card registered to exactly the same name and address as you have on your iTunes account ? I don't think that debit cards are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined. Are iTunes gift cards available in your country ? They are not available in all, and they are country-specific (they can only be used in their country of issue), but if there you could possibly use them as your payment method. -

I just added a $15.00 iTunes card to my iPhone and the ******* thing keeps saying I got billing issues that I need to sign in and when I do it takes me to this credit card page. I ain't even got no **** credit card but it shows I got a master card or some **** like that how in the **** do I take that card off cause it won't let me use the 15.00 until I give a security code.
I Am in the same boat you are in. I don't use credit cards. I talked with an apple care guy today and that came up. I have an 11 year old. He said the rules currently requir a credit card. A debit card will not work. Kind of stinks. considering the restrictions family sharing puts on the device for under 18 I set my kids age at 13. So that I could share apps. I don't like family share because now I have to approve every free app as well.

Some users has reported that you can't set up an account withut a credt card or payment method if you do that through/while purchasing an app. Try creating a new iTunes account without a credit card on the computer using the link previous provided. Alternately yu shouldbe able to purchase an iTunes gif tcard and and enter that as the payment method.
