Imac Mac OS X Version 10.4.8 ( downloading programs)

A lot of times when I try to download a program from the internet, or from a disk onto the computer, I am told that there is no default application specified to open.... and it suggests that I choose the application. When I try to choose the application, none of the available ones work. Is there a program that I can use to open the programs? Do I need to download or buy this program?

You may have your launchservices messed up. Also, if you don't have high speed internet, downloads can often come in corrupted because of poor error correction on dialup modems. Sometimes permissions are damaged, and need repair in Applications -> Utilities -> Disk Utility under the First Aid section. DMG files are typically opened by Disk Utility. Bomarchiver typically opens PKG files. .SIT files and .HQX files are only able to be opened by Stuffit Expander, which stopped being included with Mac OS X upon the arrival of 10.4.
So what are you downloading, and what is your internet speed, and have you backed up your data?
