Import ConfigurationManager.psd1 without having the console installed

Question

The college I work at is wanting to limit who has access to the SCCM Console so I'm trying to write a Powershell script that will allow lab techs to pick their lab, pick their TS, and schedule a deployment of the TS. I've got all the commands worked out
but they won't have the console installed on their computer. When I try to import the ConfigurationManager.psd1 on a computer that doesn't have the console installed (I copied over the bin directory) it "appears" to work but I can't set the location
or run any of the cmdlets.
Is what I'm wanting to do possible and I'm just missing something or am I wasting my time?

I think creating Custom PowerShell Endpoints will solve your problem. You just need to Delegate administration to your Lab tech through a proxy function which will just expose the Script you have run.
