Important contacts in the icloud deleted.how can i restore them ?
i selled my old iphone and didn't logged my icloud account out so the new owner deleted my important phone numbers in the icloud !
can someone help me to restore them ?
Contacts are not saved to icloud from an iphone backup, so a restore from icloud won't help. If someone deleted from icloud, then they are truly gone.
The only other hope is if you had a computer connected to icloud's contacts, then they would still be in one of the computer's backups. If you use a mac, then look in Time Machine. Do something similar if you used a pc. If there is no computer backup, then you are out of luck, unfortunately. Sorry.

Lost all contacts in Address Book. How can I restore them?
I have inadvertently deleted all my contacts from Address Book, as a result of trying to delete them all from MS Outlook. (I deleted them from Outlook and they all vanished from Address Book too)
I gather I can restore them using Time Machine, which I have set up on a Time Capsule, but I've never used it before.
What is it that I restore to get my contacts back into Address Book please? I have tried restoring Address Book itself, but that doesn't seem to restore my contacts.restoring the address book, restores the application but not the files.
Launch Address Book application and while opened, Launch the Time machine by clicking on its icon on the dock. Go back in time, confirm if you see all your contacts. This is what you need to establish and KNOW first else forget Time machine since its not there.
If its there, select all your contacts command + A then hit restore
If its not there. It will be difficult bringing it back, il be honest. you can go for data recovery but that's 50-50 -

Take it back where you got and and get your money back.
As has been pointed out, if there was a "previous owner", the phone is not "new". Thephone you purchased is most likely stolen. If whoever you bought it from won't give you your money back, turn it over to the police. -

After reviewing your post, I located an article that can help with resetting your iCloud password:
iCloud: Change your iCloud password
Your iCloud password protects the privacy of the information (such as your email) stored in iCloud. Your password also protects your ability to locate or remotely erase your device using Find My iPhone. You should regularly change your iCloud password to protect your information. Your iCloud password is the password for the Apple IDyou use to sign in to iCloud.
Important: If you use the same Apple ID for iCloud as you do with other Apple services such as the Apple Online Store, iTunes Store, App Store, or to purchase products in iPhoto or Aperture, changing your iCloud password also changes your password for these services. Make sure you sign in to those locations using your new password.
Go to the My Apple ID website (appleid.apple.com) and follow the instructions to reset your Apple ID password.

After changing your iCloud password, make sure you update it on all your devices and in any email apps you use to get your iCloud email.
On your iPhone, iPad, or iPod touch: Go to Settings > iCloud, then tap your iCloud account.

On a Windows computer: Open iCloud for Windows.

like roaminggnome said you should see your contacts again once you sync with iTunes. if you used iCloud before, make sure contact sync is turned on and your contacts should be back.

You cannot use it. You would have had to set it up on your ipod itself before you lost it. Since you did not "turn on the icloud", then you have not set up find my ipod.

Just log back into iCloud and if you have at any point backed up it will download and restore.
If you backed up to iTunes on your computer then connect them and go through iTunes to restore.
If you have no backups, it's probably all gone. -

Sounds like then maybe a "friend" got hold of your phone and set a SIM card password. Not much you can do if that is the case if you do not know the password except go to your carrier and request a new SIM card.
