"Improve Apple ID Security" Loop

When I try to buy an app, I get the "Improve Apple ID Security" box. I click continue, and fill out the questions, answers and recovery email.
There are only two buttons on this screen - Cancel and Done. When I click Done, it just returns me to the same screen. This keeps happening no matter how many times i click "Done", even though all questions are answered.
How do I get out of this loop?

Iphone 4s Verizon.  This issue infuriated me for over a week.  Apple support had not heard of the issue even though it has been out there on posts for at least a month, and provided zero help beyond the generic hard reset, change your password suggestions.
I ended up creating a new Apple ID (at appleid.apple.com) using another email account, and then signed in on my phone with the new ID -- go to Settings, Store, Apple ID, Sign Out and then sign in with the new ID.  Had to also go into the iTunes store and put in new credit card info.
Huge pain but at least able to download apps now, first time I have ever been really disappointed in Apple.

    I have the same problem - it is maddening. I rely on this iPad for work so this is not just an annoyance! The above solutions of changing the appleid on the device or on the website do not work.
    The old email address no longer exists - I haven't used it in a year probably and I no longer have the account.  I logged into the appleid website and there is no trace of the old email address so there is nothing that can be deleted or changed there.  On the iPad there is no trace of the old email address so nothing can be deleted there either. I have updated the iPad software and the same problem comes right back.  Every 2 seconds I am asked to log in using the old non-existent email.  The device is currently useless.
    The only recent change to anything was the addition of an Apple TV device, which was set up using the correct login and password.
    Does anyone have any ideas? The iPad has been backed up to the iCloud so presumably it now won't recognize the current iCloud account? So restoring may notbe an option?

    Go to http://appleid.apple.com and select "Manage your account". Log in with your Apple ID and password, then select Password and Security from the left column.
    You need to know the answers to your existing questions to reset them. If you don't remember your answers, there may be a link on that page where you can have a reset email send to your Rescue email address. This will not appear if you have not provided a Rescue email address, and may not appear even if you did.
    If there does not seem to be any way to reset your security questions, contact iTunes Support here: http://www.apple.com/support/itunes/contact/ They will respond within a business day. Be sure to check your spam or junk mail folders for their response.

    When trying to download apps onto my ipod touch, 4th Gen it displays an "Improve Apple ID Security" message and asks me to choose 3 security questions. It only allows me to choose 2 of the questions, and fails to respond when I click the 3rd question. As a result I am unable to download anything from the App Store! Any assistance gratefully appreciated.

    I have the same thing. I have set a security question already on my apple ID but if I try to download a new app to my iPhone 3GS it insists on these 3 questions, but I cannot select the third question (just stays blue) so it does not work. I had an online chat with Apple last night and they said they had other complaints but they could not assist properly - they just said try using a computer!
    Apple do not seem to be actually doing anything about it though, and I cannot find anyone to actually help which is so frustrating!  I can download apps with my Ipad but not iPhone where I need it.  The AppleID help pages just go over the basics and do not even have a contact link for more detailled help with this issue. Hopefully then learn about the problem and resolve it soon.  I have been waiting for other problems to be resolved with an app (Good for enterprise) since Thursday and now this.

    You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.
    They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

So I haven't used iTunes in a few months but I just got an iTunes gift card and want to make a purchase. iTunes redeemed it just fine but now that I want to make a purchase I am having problems. I can't remember my security question answers and iTunes is requesting them. I have two other verified emails but the are NOT rescue emails. I can't contact iTunes over the phone because my phone lines are out and are going to be out for a long time. The only way I can contact them is by email. How can I do this?     1. Turn off iPad
    2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
    3. Plug USB cable into computer's USB port
    4. Hold Home button down and plug the other end of cable into docking port.
    DO NOT RELEASE BUTTON until you see picture of iTunes and plug
    5. Release Home button.
    ON COMPUTER
    6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
    7. Select "Restore iPad"... i do this but not working

    I received and email saying my Apple ID security questions/answers had changed.  I immediately changed my Apple ID password... and again the next day had to change it again because it would not work when trying to update apps on my Iphone.
    So here is the problem... I see no place to change my security questions/answers on any of the webpages and contacting Apple support from my current location is impossible outside of email/webpages.  And there in lies the problem with Apple support... online/email support is non-existent.  But enough of my complaining about that.
    Does anyone know how to go about changing Apple ID security questions/answers?

    Sign in when prompted then click on password and security on the left. If you'll answer the questions correctly, you'll see the questions and other infos on the page.
    One more thing, I don't think we can give our own questions like before. You can contact support for more info.

    If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 on the page that you posted from should let you reset them : go to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account, then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you should see an option to send security question reset info to your rescue email address.
    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you won't get the reset option - you will need to contact iTunes Support or Apple to get the questions reset.
    e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'
    or try ringing Apple in your country and ask to talk to the Accounts Security Team : http://support.apple.com/kb/HE57
    When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the page that you posted from to add a rescue email address for potential future use.
