In an email and trying to view an attachment it says OPPS browser is blocking popups. How do I view the attachment

I have Comcast Infinity for the INTERNET and emails. In an email an associate sent me a picture in an attachment with a little pictograph of an open letter next to it. When I press it it says" OPPS browser is blocking pop ups". How do I remedy that so I can view the picture? I have know unknown extensions or any of the mentioned ones in reading others questions. Another problem I am having that might or might not be related is when I go on a website like HOME DEPOT and I want to view pictures or videos of an item they are selling it goes into "constant loading" and never stops. So I cannot view any products or videos to possibly make a purchase. Help?
