In app purchase made without entering a password

My 2year old son yesterday managed to buy an in app purchase for £13.99 without a password being entered! How has he managed to do this? Is there anyway of getting a refund?

To try and stop it happening again you should be able to turn off in-app purhcases on your phone via Settings > General > Restrictions > In-App Purchases 'off' (that will turn them off for all apps), and you should also be able to set 'Require Password' to 'Immediately' via the Restrictions screen.

Thanks Liam. After the second ap download it asked me three security questions on iTunes and on my MAC it allowed me to set up these with no error on the third question. iPAD 3 now downloads apps fine.
Apple really need to sort out this issue or provide guidance on this. Two days of the unit not really being fit for purpose - what use is an IPAD without the ability to download aps.
Also NO Response from Apple via online tech support and it's now been nearly 24 hours - I was told by telephone support I would get a response within 24 hours or less, as also stated in the email response too!??
It would be good to get a formal response from Apple on this rather than radio silence.

Try this first - Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.
This works for some users. Not sure why.
Go to Settings>General>Date and Time> Set Automatically>Off. Set the date ahead by about a year.Then see if you can connect to the store.

There were some in app purchases made that i didn't know off. in turn preventing me from spending the money i had on what i wanted to spend it on.

In the app "TextNow" there were some in app purchases made. such as no ads for a year, premium backgrounds, an premium ringtones. i never purchased these personally. im thinking one of my friends did it. either way. i dont have really any money left in my account. i wanted to use the money to purchase in app things for a different app. but my ipod got restored so i didnt know what one it was. till last night. as soon as i went to get the purchases for this app (Mo+) i had insufficiant funds. i went from approx 7-9 bucks, to a dollar an three cents. any idea if id be able to get a refund on these?

Apps are forever associated with the Apple ID used to buy them. If you are asked to enter the password, that means the current ID you are logged in as is not the ID that was used to buy the app. Hence you must enter the password for the ID used to purchase the apps.
