In OWA, name resolution does not use Contacts

Question

We migrated from Exchange 2003 to Exchange 2010.
When I go into OWA, and starting a new email, I can type part of a contact name.  I use Alt K and the name won't look in my Contacts to resolve the name.
I can type part of a name that exists in our global address list and use Alt K and the name gets auto populated.
Why isn't OWA looking at my contacts first to resolve names?  In OWA settings, I have Contacts selected under E-Mail Name Resolution...When resolving names, check first in:

According to your description, I understand that cannot use Alt+K to resolve name of contacts in OWA when migrate from Exchange 2003 to 2010.

When resolving names, check first in this option if you want to first use your personal contacts to resolve a recipient name. If Outlook Web App can't resolve the name in your contacts, it will look in the global address list.
For your question, I want to double confirm whether personal contact configure abnormal or be damaged.
