InDesign GUI broken!

Question

I'm unable to use InDesign on my new Dell 980 Optiplex with I5 processor, 8GB ram, Nvidia GT330 graphics card with 1920x1080 resolution, Windows 7 64 bit OS. I've installed CS5 Master Collection. Photoshop, Illustrator, and Dreamweaver function normally as I'm accustomed to (though DW exhibits an issue similar to that with InDesign).
I launch ID and start a new spread, use the mouse to select the Text tool from the toolbar, and drag a text box on the page. If I attempt to use the font selector or any other control on the Control bar, I cannot gain focus on any control. None of the pull down widgets work and I'm unable to highlight or change any value. Sometimes using the tab key will allow me to navigate through the Control bar parameter controls, and sometimes the up/down arrow keys allow moving to a different value  (e.g. changing font), but the mouse is never able to select or change any value.
If I click the P icon at the far left of the Control bar to change to paragraph parameters, clicking back on the A icon to return to character parameters does not work. I'm stuck then with only the paragraph parameters, which also cannot be selected with the mouse. In fact, no matter what object I'm working with on the layout, parameters on the Control bar cannot be changed. Usually after fumbling with this for a bit, if I try to pick the black select arrow on the Toolbar, I can't. Nor can the white select arrow be clicked. If I exit and restart ID while holding down CTRL - ALT- Shift to delete the preferences configuration file, I can then pick the black arrow select tool from the Toolbar after ID loads, but the Control bar can NEVER be modified using the mouse.
Dreamweaver has a similar problem but only in the Site Setup dialog, where I cannot select setup categories using the mouse. However, if I use the tab key in the DW setup dialog, I can navigate to the Category selector and then use the up/down arrow keys to change settings. I mention this about DW hear because the behavior is somewhat similar to what I'm seeing with the Control bar in ID, though the ID problem is much more severe.
Adobe Support suggested I upgrade my graphics card without saying why or how (more graphics memory, different resolution?), and without saying whether it needed to be a different manufacturer, different capabilities, etc. I've spent thousands of dollars on hardware and Adobe software. Can someone please help?

Peter and Bob,
Thanks so much for your quick response. You are both on the right trail. In parallel with your sending your response, I right clicked on ID in my Windows Start Menu and selected Properties. That opens a Windows dialog with a tab labeled Compatibility. On that tab, there's a checkbox labeled "Disable display scaling on high DPI settings" I checked that, and voile, problem fixed. However, at 1920 x 1080 resolution, some of the text and tool labels are hard to read with my old eyes ... but I can now USE the software. By the way, I did the same thing with Dreamweaver properties and fixed the problem I was having there in the Site Setup dialog.
So it seems this is a more widespread problem that affects other Adobe applications. I'm not by the way  running any font display resizing utilities.
So thanks again for your very prompt response. "Upgrade your graphics card" was the solution from Adobe Support. They must have been using a dart board for that one ;-)
