Install and use WSP (FAB 40) in Sharepoint Foundation

Question

I am very very new to sharepoint and still learning. I was trying to set up a test one to see how it works.
I come across "FAB 40" templates and want to give that a try. So I downloaded the "FAB 40" from the following link. And the installation structions on this page is mentioning about "solutions" under the "site settings". But on my SP Foundation, I don't have
"solutions" when I go the "site settings"

So I found another article (following link) about how to install WPS. I followed that and have the helpdesk.wsp installed.

I deployed that globally like the attached screen  but when I create a new site. I don't see the template.
Here are my questions:
Why I don't see the "solutions" under the "site settings" screen.
What is the proper way to install these templates? How can you remove them if you don't them?

I almost broke my head on this too. I downloaded one of the Fab40 site templates, that were ported to Sharepoint 2010 by Techsolutions, and followed the installation instructions to the letter. Uploading and activating the new solution worked without problems,
there were no errors showing up. However when trying to create a new site based on this template, it
did not show up! It simply wasn't in the template list.
Finally I found the reason: The templates work only on the English version of Sharepoint 2010! One solution would be to install the English language pack for Sharepoint. But since I don't have a use for this I worked out another solution:
Change the extension of the WSP file to "cab"
Extract all files including the directory structure into an empty folder, eg C:\mytemplate\
Search through all extracted XML files for the string "en-US" and change it to the locale your Sharepoint is using. If you change any file names when doing this, you'll also have to rename those files on the file system (eg resources.en-US.resx)
Search again through all extracted XML files and this time look for the string "1033", which is the Microsoft locale ID for en-US. Change it to the LCID of your Sharepoint installation (a list of all locale IDs can be found at http://msdn.microsoft.com/en-us/goglobal/bb964664.aspx)
Recreate the WSP file: cabarc.exe -r -p -P mytemplate\ N AbsenceVacationschedule2.wsp C:\mytemplate\* (if you extracted the files into C:\mytemplate\ in step 2). If you don't have a copy of cabarc.exe you can download it as part of the Windows XP Support
Tools from Microsoft.
Enable the 3 state workflow on your Sharepoint site.
Upload your modified WSP file to your Sharepoint site as explained in the Readme file. It should now be visible in the template when creating a new site. Of course all text will still be in English, but at least you can use it.

Maybe you can add a note to your site, explaining that the templates only work on the English version of Sharepoint.
