I have a new PC and would like to transfer my old premiere elements on my brand new computer. Can I do this or do I have to pay for a new program all over again?

You should not transfer because that can have problems... you should install it on the new machine just like you did for the first machine. If you need to download it to insdtall it then you can find the download thru the following page: https://helpx.adobe.com/download-install.html
You are allowed to have the software installed and activated on two machines, so you can leave it on the old machine if you like. But if you prefer you can deactivate it on the old machine (choose Help -> Deactivate) so that you still have a spare activation available.

Photoshop 5 Installed on New Win7 computer missing a library to work

Had purchased Photoshop Elements 5 (don't use Photoshop alot) and when tried to install on new computer after old one crashed has error message that it is missing a library--won't work. Same as I installed on XP machine. New machine has Win7 but has an XP option activated. What's wrong? Do I need to download something? Don't use Elements much but like it when I need to edit a photo. Can't I still use Elements after old XP computer crashed? I don't really want to spend more after buying new machine with Win7Pro and XP Option activated. Most people find they are able to run photoshop elements 5 on windows 7 without using the xp mode.
Just copy the cd/dvd contents to your hard drive, right click on the installer and choose Run As administrator.
Then install this patch for photoshop elements 5
(yes it says for vista, but it works on windows 7 32 or 64 bit as well)

I just changed the OS from Vista to Windows7. I have a folder on the same computer with the old iTunes library. I installed a new version of iTunes from scratch. How do I move my music library, etc from that backed up folder into the new iTunes folder.

During the process it copied my iTunes library to a folder on this same computer (marked it Windows.old)
Once the OS was done, I installed a new copy of iTunes on the Windows7 but it now has a blank library (folder)
How do I move my music from its current folder location (on this same computer) into the new iTunes library folder ???
There don't seem to be specific instructions on how to do this.

Tech support is not normally available on weekends. You should contact them as soon as the weekend passes and pick up where you left off with them.

Update: my PC USB hub was connected to a USB 3 port, I connected the 30 pin cable directly to my PC, And the restore worked just fine. Restored phone from iCloud backup and seems to be working fine.

Launch iTunes on the new computer. From the iTunes menu bar click Store / Authorize This Computer.
Connect the iPod to your computer then select it under Devices left side of the iTunes window.

It does not seem likely that CS6 was upgraded from version 10. You might want to check your purchase history in your Adobe account to see if there is some missing link in the chain of purchases you made.
You can always try contacting Adobe support thru chat to see if they can find information or otherwise assist you in this matter.

Never heard of that being caused by installing iTunes. Try asking on a Windows forum. This isn't a problem with iTunes or any other Apple product. If you believe it is, uninstall iTunes. If the problem persists, you'll have to seek advice on a Windows forum or contact Microsoft for support.

Inside Firefox, go to the msn website. Then, Click on the Orange Firefox button, then Options, and under Home page, click "Use Current".

How do I install from an old computer to a new one?

I'd bought and installed Photoshop Elements awhile ago. I now have a new computer. When attempting to install on new computer with the previously purchased CD, I get an error of 'not a valid serial number' though I am entering the number directly from the CD carton.
How do I install this onto the new computer?

Tim if you still have the installation CD then I would recommend using a computer which does have an optical drive to transfer the installation files to a USB drive. The license type you had listed was Consignment. It is likely there was specific installer provided with that license.
If you continue to face difficulties then I would recommend completing all of the steps listed in Use the CC Cleaner Tool to solve installation problems | CC, CS3-CS6. This includes the use of any available Adobe Installers in the Applications/Utilities/Adobe Installers folder. If the licensing files were damaged then it won't matter if you are using the correct installation files. You will still receive a message that the serial number is invalid.
