Installation rollback of Elements 10; nothing seems to work

Windows 7 64 bit, AMD PhenomII, 8 GBRAM.
Trying to install Photoshop Elements 10 (purchased in the store, DVD);  every attempt results in something going wrong
with Shared Technologies and then it all rolls back.
I have followed many suggestions on the board to no avail, including:
1.  turning off Norton entirely.
2.  uninstalling other Adobe software
3.  installing the ST installer independently
4.  installing from the c drive rather than the DVD.
None of these result in success.  And to top it off, the Adobe Support Advisor generates NO information on
the failed installations.
What do I do now?   Anything... please!
