Installation to 8.1.6 after uninstalling 8.1.5

Question

while installing 8.1.6 enterprise edition I am not prompted for default db creation and installation continues to tell me that it is complete but I cannot connect to ORCL??
I cleaned everything off the machine for 8.1.5 is there anything that else I am missing?

The roles in question should have been created if java had been installed (initjvm.sql had been run) in the database prior to upgrade. Was this the case? If
not, jvmu815.sql should not be run. I believe the section of the Migration manual
that talks about running jvmu815.sql starts by saying
If the Oracle system has Java installed, then complete the following steps:
If java had been installed prior to upgrade,
then something deleted the roles in the
meantime. You might be able to fix things
by simply recreating the roles, as in the
early part of initjvm.sql:
-- Roles for Security - must come before create java system
drop role javadebugpriv;
create role javadebugpriv;
grant javadebugpriv to sys;
drop role javauserpriv;
create role javauserpriv;
grant javauserpriv to sys;
drop role javaidpriv;
create role javaidpriv;
grant javaidpriv to sys;
drop role javasyspriv;
create role javasyspriv;
grant javasyspriv to sys;
grant javauserpriv to javadebugpriv;
grant javauserpriv to javasyspriv;
grant javadebugpriv to javasyspriv;
But whatever caused them not to be there may have undone other things that will cause additional problems.
