Installing apex 3.2.1 gives upgrade error

Installing apex 3.2.1.00.10 on windows database (previous version on database is 3.0 or earlier) using p8548651_11106_GENERIC.ZIP
when I execute apxpatch.sql I get error:
it issues command: execute dbms_registry.check_server_instance;
and that errors with:
ERROR at line 1:
ORA-39702: database not open for UPGRADE or DOWNGRADE
ORA-06512: at "SYS.DBMS_REGISTRY", line 944
ORA-06512: at line 1
does this mean I need to startup the database in MOUNT mode?

Sorry, p8548651 is the patch that I used (and worked) on another database that was already 3.2..
That apex 3.2.1 full install is the file that I am using now on a database with apex 3.0..
and it is giving that error before it begins..

For general advice see Troubleshooting issues with iTunes for Windows updates.
The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down the page in case one of them applies.
Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.
It would help us help you if you provided the exact text of any error messages.

I need help installing APEX 2.2

hi guys,
I am very very new to this application (been using this for only 3 weeks in office where I am doing my internship).
I want to install APEX in my laptop. I've downloaded and install 10g XE. from what I read in the forum, the package contains apex 2.1. now to my questions:
how to check the installed apex version?
how to upgrade apex?
the installation guide says:
change your working directory to apex...
which directory does it mean? the installed apex directory in C: or the apex directory from the zip file i just downloaded?
how to do this?
is it using "Start->Run->cmd"
or
"Start->Oracle Database 10g Express Edition->Run SQL command line"

I think there is a 'better' solution for you, if all you want to do is to 'play around' and see the differences between 2.1 and 3.0 then I would suggest signing up for a (free) account at apex.oracle.com which is running 3.0.
I suggest this is a 'better' solution for a few reasons -
1) It will be far easier for you, since by your own admission -
"because I dont know how to change the working directory. I'm totaly new to these things..:P"
There is already enough information in this thread to point you to instructions on how to upgrade your installation but you are still having problems, so I'd hate to see you 'break' your working XE installation by making a mistake with the upgrade (even though it is well documented).
2) As I mentioned, the APEX files you downloaded are not intended to be used on an XE installation, so you're having problems doing something that you're not really supposed to be doing...therefore why continue trying to do it?
So, I'd suggest using the existing 2.1 version that comes with your XE instance and also using the 3.0 version that apex.oracle.com provides. You will be able to 'play around' with both and compare the two versions.
Just bear in mind that you will (obviously) not be able to take any applications you develop in 3.0 and install them in your 2.1 install (i.e. not backwards compatible).

Try
Reboot the computer, see if that fixes it.
Then try:
Backup your files off the computer (not TimeMachine) and disconnect
Hold c boot off the 10.6 disk and simply reinstalling OS X
Log in and update to 10.6.8
c boot off the 10.6 disk again and use Disk Utility >Repair Disk
reboot and all should be fine, except some third party programs that install kext files, those will have to be reinstalled from fresh sources.

My 3.6.14 keeps trying to update and gives this error message:"The update could not be installed. Please make sure there are no other copies of Firefox running on your computer, and then restart Firefox to try again."

My OS is Windows XP version service pack 3. I even tried to install FF4 but it never get installed. Run the Firefox program once as Administrator (right-click: Run as Administrator).<br />
If that doesn't help then do a clean reinstall.
Do a clean (re-)install:
* Download a fresh Firefox copy and save the file to the desktop.
* http://www.mozilla.com/firefox/all.html
* Uninstall your current Firefox version and remove the Firefox program folder before installing that copy of the Firefox installer.
* Don't remove personal data if you uninstall the current version.
* It is important to delete the Firefox program folder to remove all the files and make sure that there are no problems with files that were leftover after uninstalling.
Your bookmarks and other profile data are stored elsewhere (not in the Firefox program folder) and won't be affected by a reinstall, but make sure that you do not select to remove personal data if you uninstall Firefox.

As mentioned, i bought this phone from Etisalat (Dubai-UAE based operator) and i never face a issue perviously on updating an IOS, this time after downloading IOS 4.3.3 I always get a error (it says Network issue) with Number Err= -3259 and never lets me update the IOS on my Iphone 4. Repair youe Apple Software Update.
Go to START/ALL PROGRAMS/Apple Software Update. If it offers you a newer version of Apple Software Update, do it but Deselect any other software offered at the same time. Once done, try another iTunes install.
If you don't find ASU in All Programs, go to Control Panel, Add & Remove Programs.

If you can access Facebook while on Wifi at home, but you are unable to access it while away running on your carrier's 2G network, I could phone your carrier. You have already completed the Cellular Data troubleshooting for the iPhone, so any limitations keeping your from connecting to Facebook over cellular will have to be answered by your carrier.
