"INSUFFICIENT REMAINING STORE CREDIT" when trying to purchase a movie

"Your remaining store credit is insufficient to complete this purchase. If you enter your payment information and retry your purchase, your store credit balance will be applied to it. Please enter your Apple ID and password and click Billing Info to supply your payment information."
This popped up for about the last 50 times i tried to purchase Inglourious Basterds! It says in the top right hand corner of iTunes that I have $15.00 remaining as store credit, so i dont understand why i wouldnt be able to purchase the $14.99 movie (unless there's tax or something, but i dont think so?)
And when I DO edit my billing info to enter my debit card info, it either says i put in an "incorrect security code" or it'll go back to the movie page, but when i click "buy movie", the same thing happens again with the whole "insufficient remaining store credit" deal.
I'm getting aggravated, anyone else having these problems?

    You may need to add more credit because of sales tax as you would need to account for that.

    I have $5.23 left on my account from various gift cards that I received for Christmas. I tried to download a game with it ($4.99) but every time I try I get an "Insufficient Remaining Store Credit" error. It tells me I have to sign in and view my billing information (I don't have a credit card number listed in it)

    I have the same problem. I'm beginning to think Apple will not allow us to buy games with gift cards. Can anyone shed light on this issue?

    Log out of your iTunes account and then log back in. Sometimes
    remaining credit does not update properly when iTunes is open
    for long periods. rbrylawski and steve359 make important points
    as well.

    We are being told "sales tax" is being added.  However there is NO  internet sales tax YET.  Unless you are in the state where iTunes has a  physical residence, you should not be getting "taxed" on internet  sales.  I am demanding to know WHAT jurisdiction is "taxing" these sales  and at what percent.  By the way, as an online retailer myself, you  MUST disclose the sales tax rate AND the state body taxing you when you  make a purchase.  I suspect this "tax" never sees it's way into any  public tax account.

    The prices on the US store don't include the local sales tax that Apple must add on in the final steps of the sale. You need to put more than just $15 credit in the account to buy a $15 app/game.

    Debits are taken from the gift card first, the balance debited from your credit card.
    Whether it's taxes or something else, the balance apparently is not sufficient to purchase Lion.
