Intermittent boot failure, ? RAM issue ?

Hi all,
I have a new machine with the config listed below.  From the first time I started it up, push the power button, drives power up,  fans on, power and hdd led's on and stay on, then nothing, no monitor activity, no initial "beep".  Usually, if I turn it on and off 2 or 3 times and then maybe hit the reset button, it comes to life.  Runs fine from then on.  If I restart without power down, no problems.  When it does start up, I get the infamous error message "DRAM timing is too tightly so reload timing".
I have searched a fair bit for info on what to set the timing to with the ram I have,  Have not found a clear explanation of that.  Also, I am not sure if DRAM is really the problem, or if this is just a symptom of some other issue.  
Is the ram I have just not going to work??  I don't need super high performance, but I would like some stability.  Could I just "detune" the timings, if so what should I try?

I know you must be at "Wit's End" as to why your PC wont remain consistantly stable.....Well I can only offer you that from the research that I have done on both of thses Chipsets (i865PE and i875P) that the one thing that they usually do not play well with, is Value RAM, and not just the Corsair Value select, it seems that all Value RAM, Kingston Value RAM seems to Fair even worse then the Corsair, and the Mushkin Value series does the Best to get olong with these Chipsets ....Before you try other RAM, I suggest that you do try to Relax those Timings..Try 3.0-3-3-8-8 or 2.5-3-4-8-8......You may also want to try uping the VDIMM Voltage a little more, try 2.75V or 2.8V, you need not worry about Over Volting the RAM, as Corsair does Warranty all thier Modules up to 3.1 Volts.......But I do think that you will have much better luck with Higher Quality Modules, as like the Powersupply, Memory is not where you want to cut corners.............Sean REILLY875
