International Facetime is using cellular minutes

Everything I've read states that Facetime calls, both video and audio-only, use data.  If I'm on wifi, then it does not impact my data usage.  If I'm on cellular, then it uses my data plan.
However, we just received our Verizon Wireless bill and every international Facetime "call" is using our cellular voice minutes, which for international calls, is quite expensive.
We are using Facetime on iOS7 on an iPhone 4s.
Is anyone else experiencing this?

Yyour understanding is correct. I never heard FaceTime using voice minutes. Put the device in airplane mode, then only turn on wifi and make call.

    Well for FaceTime to work you need Wi-Fi so it would be data but not your phone data. It would be your houses internet data. So it won't affect anything to do with your celluar network.

    Using cellular data has nothing to do with the storage capacity on your phone. By turning it off you will only be able to FaceTime when your connected to wifi, thus saving you on your data plan if you do not have unlimited data from your carrier.
    You can go to settings > usage to view what is filling up the capacity of your phone. You should import and back up your pictures to your computer following the directions here http://support.apple.com/kb/HT4083

    You should be able to see two different tabs when setting up the email if you go to Other > Add Mail Account. Once you enter in the email address and password, you should be at the next screen to provide more details about the email as far as incoming and outgoing servers and at the top there will be a blue section to add it in as a POP or IMAP email account.     I have an iphone 5 and I am trying to manage my cellular data usage,
    When I go into Settings - Cellular and I look at the "use cellular data for" option, there are only 2 apps on the list Facetime and Passbook.
    I have seen other posts online that show a long list of apps that you can toggle Cellular data on and off.
    How can I see a longer list of apps.

    In Settings/General/Restrictions if you tap on Cellular Data Use there should be 2 options: Allow Changes or Don't Allow Changes. If you don't see these options is that where you see "Cellular data is turned off for 'Setting'?
    Do you have a corporate MS Exchange email account on your phone? If so your administrator may have added an override on this setting.

    If your webcam is powered by USB, make sure it is attached directly to your Mac and not a USB hub.  In my case, I had my Rocketfish webcam attached to a peripheral USB hub and it wasn't drawing enough power to operate at capacity.  Therefore, Facetime was quitting on me and giving me that exact error message.  Once I attached the webcam directly to my Mac USB port, problem solved.  Hope that helps.

    Depends on your carrier and data plan.
    With ATT in the US for example, you can FaceTime via ATT's cellular network if you have a shared data plan only.

    For the iphone 4, I believe that have to do a initial voice call first (if it's not in your recent call list), and then start the live video chat (facetime). I could be wrong but if you have no recent call history with facetime, you would have to start a voice call again, and then immediately switch to facetime to prevent international cost. I haven't tried this so I would not now, but I only assume that if you don't have him/her on the recent list with facetime.

    ie. go in, slide bar from green to off for facetime, youtube, etc...go out of Cellular, back in, and those apps show green for "use cellular data for". 
    At first I thought it was an issue with some versions of Angry Birds, as they don't all do this.  Then realized facetime, youtube, facebook, etc.. all do this.
    Works fine on two other iphones.   Running latest ios on 4S
    The fact it doesn't do it for all apps is what I find is strange.  Thought at first it was an issue with Rovio apps, but then realized even facetime does this.

    I'd like to know why there is not solution to this.  I think I'll just remove all those apps that are turning their 'use cellular' data back on.  I only cared because when my kid plays angry birds, my cellular data was being used for videos.  Oh well, I guess I'll have to remove apps or get a new data plan.

    I just got a new 5S.  I have installed and used maybe 15 or so apps, but when I go to
    Settings -> Cellular -> "Use cellular data for"
    it only shows 5 apps: Calendar, FaceTime, Find iPhone, Passbook, & Skype.
    I would like to see all the apps so that I can control what is using cellular data.  When I read other posts online, it seems like this should show all apps.  Does anybody have any idea why I only see a few apps here or what I can do to display all apps?

    I'm having similar issues with my phone.  I got my first iPhone recently, only had an iPod touch gen4 for a little over a year.  Updated to 6.0.2 when we got the phone (iPhone 5) a few days before Christmas.  When I got home on the evening of January 11, my phone would not connect the router anymore.  I was able to get it to connect after resetting the phone and the router, updating the router, and manually connecting.  That laste for a few minutes and then wouldn't work anymore.   I live in an area with very limited service, we have a network extender installed to help, and I am barely getting a 3G signal at times.
    My wife's iPad 4, my touchiPod 4, and all of our laptops are working just fine on the router.  When I dropped my kid off at school today, I noticed that I am not even seeing the school network anymore from the parking lot where before I got 3 or 4 bars and could connect to their wifi when I was there.  Today my phone goes back and forth between seeing my home network but not connecting, to not even seeing the network at all even from the same room that the router is in.
    Hope Apple fixes this problem soon..............
