International FAX calls using + do not complete

I've got a Zoom 3095 USB FAX modem on my Early-2008 Mac Pro, and it works fine sending FAXes via the Print dialog, if I specify the exact string of digits to dial, including Country Code prefix (00 here in the UK) and Country Code for international numbers.  But if I select a number from my Address Book, which is formatted '+CC' (for example +1 for USA), followed by the phone number, the call does not complete.  Since all of my Address Book telephone numbers are formatted that way, it means I can't send a FAX simply by selecting the Address Book entry.  For example, consider a US telephone number of [phone].  It would be entered as [phone] in my Address Book.  If I try to send a FAX to that number, it does not complete.  I have to manually enter the number 0018005551212 (00 in UK to specify Country Code follows, 1 for US Country Code, and the rest).  The +CC format for Address Book is strongly recommended in order for these numbers to seamlessly dial from an iPhone from anyplace in the world, so it's not an option to stop using the +CC format.  The Print to USB Modem software should deal with these numbers correctly.

Skype is now owned by Microsoft and they don't seem to be responding to the problem. We now use Google Hangouts, it works great.
