International / foreign purchases from other countries for dual nationals

My Friends (quoting John McCain),
I live in both the US and in France splitting my time between the two countries. I have 2 houses. I have 1 credit card in France and 1 credit card in the USA. I have a billing address in each country.
I have an iTunes account based on my US credit card and billing address. When I download music purchased from the US store everything goes into my account. No problem. Love iTunes.
However, I also want to buy French music (C'est normal, non?). I understand the need to have a credit card and billing address in the country. I do.
The problem is the only solutions I see to this problem are to: (A) set up 2 separate iTunes accounts, one in the USA and one in France, or (B) somehow purchase gift cards for myself in France and buy from iTunes France but using my single US account.
If I set up 2 accounts, I can't merge my libraries... or at least I'm not sure how I could do that.
I have not tried the gift card idea. I'm not sure how to purchase them or how it would work. But it seems like this might be the only solution.
Does anyone know which is the best solution?
Or does anyone have simpler or more creative ideas on how to deal with this problem?
I'm sure I'm not alone.

Yes, this would be the correct solution.
(B) somehow purchase gift cards for myself in France and buy from iTunes France but using my single US account.
You can't use French gift cards with a U.S. account so that wouldn't work.

Just because you have two separate accounts doesn't mean you have to have two separate libraries, as far as I know. I haven't tried this as I have only one account but you should be able to authorize you computer to both accounts.
And, although you're not alone, you're certainly in a minority.

    You will have to be in that country, and have a billing address in that country on your account - the store's terms require you to be in a country to use its store.
    If there is a particular item or items that you would like to buy that aren't currently available in your own country's store then you can try requesting that they be added, but unless the rights-holders agree to it then Apple won't be able to sell them there : http://www.apple.com/feedback/itunes.html
    Or try contacting the developer/record label etc and ask them to allow Apple to sell them in your country.
    Or for music you could see if it's available on other music purchase download sites that you have access to.

    You cannot redownload songs from the Japanese iTunes store unless you are in Japan.
    You should be storing all of your music on your computer,  just sync it to the iPhone from there.

    If it is not available in your country it is probably because Apple has not yet negotiated the required distribution rights.  The fix is to use another ereader app, like Kindle, Nook, or Googlebooks.

    Unless you can show some form of residency you cannot buy from another country's store. The question on cross store purchasing is asked frequently so I'll just quote the most complete answer (courtesy of Dave Sawyer) from the many given:
    In order to buy from any given country's iTunes Music Store, you must have either:
    a) a credit card with a billing address in that country, or
    b) a mailing address in that country and a gift certificate or a prepaid card that was bought in that country.
    If you cannot fulfill one of these two sets of conditions, you will not be able to purchase from any given country's iTMS.
    .......this is due to restrictions placed on Apple by the record companies and other rights holders (who are often completely different from country to country and so all require their own individual negotiations and contracts), not by Apple's choice. And this also applies to all the legal download stores that carry major-label content, not just the iTMS.

    In order to buy from a certain country's iTMS, you do need
    either: a CC with a billing address in that country
    or: an address in that country plus a prepaid card/gift voucher issued by iTMS in that country.
    If you don't meet one of this conditions, there is no solution for you.
    -sorry but the copyright holders wanted it that way; it's their decision to offer a certain track in a certain country or not to offer it.
    Tip; This question on how to buy from another country is asked several times a week in the forums. In the future, I would suggest you do a search on your issue to see, if it has already been answered, that way you don't have to wait quite a long time for a response.

    No, you can only redeem gift cards for an account that is of the same nationality as the GC you are redeeming.
    If you want to redeem for Euros, this will not work in your US store, you'll need to make a whole new store account.

    Thanks, varjak, it is too easy to fall into use of jargon assuming everyone understands what it means.
    One additional point in all of this, not all "iDevice" apps run on every "iDevice".  Some are customized for a specific device, or class of devices such as the iPod/iPhone with their smaller screen.  Others for just the iPads for their larger screens.  So the user needs to be sure they are getting an app that will work on their specific device.
    And to Phoneboone, you do need to purchase the app again if it is for a different class of equipment.  When you are looking at apps such as iWorks for the Mac and iWorks components for the iPad, the iPad versions are very inexpensive.  Pages is only $10 (US) which is really cheap for such a good word processor that reads and saves in the MS Word format.
    Anyway, search for what you need and just enjoy the convenience of so many options for apps.

    No, you cannot due to Licensing and copyright issues, which vary from country to country. Unless you have a billing adress in France, you will not be able to purchase from the French iTunes store. Having a gift card from there will not help, because you need to also have a French Billing adress. Sorry,

    Different countries have different mobile phone systems which work on different standards.  An iPad sold in country C will work with whatever phone systems in country C support it.  It is not guarenteed to work with every mobile phone system all over the world.
