International support languages

Question

Hi all. Just need to store some international text (english, japanese, german). And i don't understand what's wrong... is it a database setting or sql developer. But am getting ??? insted of good foreign words:(((
create table test(
v nvarchar2(30)
insert into test values(N'testmessage');
insert into test values(N'家');
selegt * from test;

If you need to store English, German, and Japanese, is there any chance that you could change the database character set from Windows-1252 to UTF-8? Life is far easier if you can avoid the NCHAR/ NVARCHAR2 data types.
