IOS 8.02 not letting me make outgoing calls

I don't know what's going on. At first I thought it was a fail-safe when bad I was in bad service. But even on LTE my phone REFUSES to let me make outgoing calls. I can't even type in the number and call. Any way I try, it fails. Won't even pull up the dialing. Just registers as an empty press.
HELP! I can't even call Apple support.

try a reset, no data loss. Hold down the home/sleep button together until you see the apple logo and then release, then wait for the phone to boot back up.

It sounds like you are unable to make any calls, but you can recieve them, and everything else seems to work fine. I recommend you use the troubleshooting in the following article to help you get that resolved, named:
iPhone: Troubleshooting issues making or receiving calls
Follow the steps below to resolve this issue. Please test after each step.
Toggle airplane mode: Tap Settings > Enable Airplane Mode, wait five seconds, then turn off airplane mode.
Check your phone settings:
Check your Do Not Disturb settings: Tap Settings > Do Not Disturb.
Check for any blocked phone numbers: Tap Settings > Phone > Blocked.
See if Call Forwarding is turned on: Tap Settings > Phone > Call Forwarding.
Ensure that your software is up to date:
Check for a carrier settings update.
Check for an iOS software update.
Note: Some updates may require a Wi-Fi connection.
If the iPhone has a SIM card, reseat the SIM card.
If the iPhone 4 or iPhone 4s is on the Verizon network, dial *228 from the iPhone and select option 2 to update the Preferred Roaming List (PRL). The PRL determines the cellular towers the phone uses for cellular service, selecting those with the best signal strength.
Reset the network settings: Tap Settings > General > Reset > Reset Network Settings.
Try to make or receive calls in another location.
Attempt to isolate to one network band:
If you're having the issue on LTE, disable LTE, if possible, and try again.
If you're having the issue on 3G/4G, disable 3G/4G, if possible, and try again.
Contact the carrier to check the following:
Your account is properly configured to use the specific iPhone that has the issue.
There are no localized service outages.
Your account doesn't have a billing-related block.
Your calls don't have errors on the carrier system.
Restore the phone as new.
If the above steps don't resolve the issue, go to an Apple Retail Store, carrier, Apple Authorized Reseller, or contact AppleCare to send the phone in for service.

Not all carriers allow that to be set using preferences in the phone. Contact your carrier.

First of all I cannot see the D-Channel of your E1 created (Interface Serial 0/1/0:15).
NB: Make sure you have enough DSPs for the E1 channels to be created automatically when you setup the controller E1 0/1/0
I presume the following is the Dial-peer that you were hoping to use for outgoing calls:
dial-peer voice 1 pots
answer-address 701
destination-pattern .T
forward-digits all
1. This can ONLY work if the calling number is from extension 701 (answer-address 701)
2. You need to assign the D-Channel on your dial-peer because as it is there is no way it will know where to go:
dial-peer voice 1 pots
destination-pattern .T
forward-digits all
port 0/1/0 <--- Your E1 interface
Also, the following is the minimum config for the virtual E1 interface:
Interface Serial 0/1/0:15
isdn incoming-voice voice

Today I observed one weird thing, I am not able to make any outgoing call from my Nokia C7 with Vodafone Sim inside it. After sometime I put some other card and It started working fine. I thought the problem is with Sim hence I put my Vodafone Sim in other phone and It also worked fine.
Whenever I am trying to make call from Nokia C7 with old Vodafone Sim it gives error "NO ANSWER".
But I dont understand that why Nokia C7 is not working with Vodafone Sim which was inside it since I purchased the phone.
Please help as Vodafone customer care has nothing to do as Sim is working fine with other phones.

Have you accidently changed any settings?
try factory reset the phone and try again
type in *#7780# and enter 12345 if asked for a code

I recently updated to ios 8.0.2 when I click on the phone button to see my recent calls, voicemail, or to dial a number the screen opens and immediately closes again. I have restarted my phone but it didn't work either. Any help?

VCS-E unable to make outgoing call with search rule not found error

I deploy telepresence device registered to CUCM and connect with VCS-C and VCS-E. The issue now is I am not able to make outgoing call and my search rule show not found, request time out.
I use DNS zone to make the outgoing call and my VCS-E is able to resolve DNS SRV record. However search rule result show not found.
Any advise are appreciated.

TS3406 iPhone 4s will not make outgoing calls once updated to iOS 8.

I updated my phone to iOS 8 a yesterday and when I did it deleted my phone including all my apps on my phone even though it claims to have backed it up just before updating (not a big deal most were free apps and the work properly once downloaded and the paid ones stayed on) but, my phone will no longer make outgoing calls. When I try the phone makes no noise for about 5-10 seconds and says call ended. I've tried reseting the phone, reseting the network and turning airplane mode on and off and nothing has worked. Also when I plug my phone into my computer it tells me my phone can't be restored and I should try updating iTunes but my iTunes is up to date. Any suggestions?

I Am facing the same issue as of yours. i m having iPhone 4s and upon updating to iOS 8 it has stopped making any outgoing calls .Though there is no problem in recieving calls also with sending/ recieving messeges.

The only iOS currently available is iOS 6.0.1 (6.0.2 for iPhone 5). Once you upgrade you cannot downgrade. Contact your car maker for help.

My Samsung galaxy 5 will not make outgoing calls

When ever i try to call somebody on my Samsung galaxy s5 the call will come up with a dialogue that says "Please re-enter the 10 digit telephone number you are calling, do not press send, *67, or *82 cannot be used on this call to block or unblock caller id". This is very annoying when i try to call people, like calling in sick to work or some stupid things like that. It will still ring and the call will just be fine if somebody else calls me but i just cannot make outgoing calls. I have tried to restore my phone multiple times and still no fix. If anybody knows how to fix this please let me know SOON!

Now, coming to the point of performing a factory reset. Yes, I performed the factory reset and yes, it has been determined to be a hardware problem. However, my point is that how does a customer suddenly go from paying full price for a brand new (and expensive) phone to a second-hand, 'like new' phone, which has a market value of half of the original brand new version? It just means that I ended up paying top dollar for a brand new phone and instead now have to live with a second-hand phone, which is completely unfair. And, it is unfair because Verizon is not reducing my monthly Edge payments, which are currently aimed to cover the full price of the brand new phone Galaxy s5. So, if you want to be fair, give me the second-hand 'like new' phone, but then also reduce my monthly Edge payment to reflect the market price of a second-hand phone. Sometimes and this is network dependant if they suspect the phone to be lost or stolen as in this case with change of Sim card and provider then the origonal network can and some will block the phone untill you have rang them and proven it's not the case or if you have bough this 2nd hand then the origonal seller may have stopped paying the contract bill and thus the phone is blocked

You will need to establish an account with whoever the phone is locked with and restore it. Or you will not to unofficially unlock it again.

Is it possible that in app purchases have been restricted? Also is it possible that there could be restrictions in place regarding content? Could ratings be in place for the magazines?
