i have buy iphone 5 from owner its used iphone and i restore the iphone to the new ios 7 and the device sittle linked with the previous owner account and the phone locked in activation lock and ask me to enter the apple id and password but i cant contact the previous owner . i dont have apple id .
please help at fast as you can

You're wrong and missing the bigger picture.
But don't worry I'm sure Apple will either make changes to iOS to fix issues for users in this situation. Because if you read the news and look at the flood of people locked out of their devices, you'll see this is a real issue.
And it can be fixed by either simply unmasking the email so we're able to contact the original owner or add a link to contact them without disclosing their email address.
And you ask why I don't contact the original owner if this was a "Legitimate" purchase? Well that's the whole problem we're all having.
There was no password on the device when I purchased it. I had happily used it everyday without any issues, that is until I updated it and was surprisingly and without warning locked out. And unfortunately It was purchased so long ago that my inbox has had several cleanups since and the address has been deleted. This whole thing made me think to check my Find My iPhone service. I removed several devices we've previously owned. And you know what, nobody has contcated us. Probably in the same boat I am. So I'm sure they'll be thankful I removed them.
I highly recommend you all do the same.

If you cannot contact the previous owner, then the iPhone is unusuable. There is no way past the activation lock without the Apple ID and password used to set up the lock, or the previous owner removing the device from his/her iCloud account.
If you purchased the iPhone though a service such as eBay that offers buyer protection, contact that service and file a complaint and get your money back. If you purchased the iPhone privately, then you've wasted your money.

Only if the previous owner disabled Find My Phone otherwise it will be locked to his Apple ID and password. Without those you cannot even use the device.

Where is the id showing ? If the previous owner left it tied to his/her account in Settings > iCloud and has Find My iPad enabled on that screen then you will have to contact the previous owner, only he/she can remove the iPad from their account - it will need his account's password to log out directly on the iPad, or he can do it via http://www.icloud.com

So the trick here is at what point are you getting stuck? You'll know whether or not you can use the device after you've restored it in iTunes. I'm afraid that if the previous owner has locked the phone, only he can unlock it, either by giving you the ID and password or by removing it from his list of devices (which he should have done before selling it on).
As you cannot contact him, you will be unable to use the phone. There is no way round this - taking to Apple won't help. Your only option is to take it back to where you bought it and try to get them to refund your money, as they have sold you a useless device.

You can probably change the ID in the "iTunes and App stores" settings on the iPad....click on the wrong account ID , select sign out, then log in with your own ID, I have not done this but I think it works.....
but I would be more inclined to to the factory reset and start afresh.

Apple says that the Mac was supposed to be erased and taken back to the most recent version of OS X with which it shipped. You should not have any of the previous owner's apps. That violates the Terms of Use for Mac App Store apps.
