IPad 1 not turning off.

I have iPad 1 and it won't turn off. I have tired holding down the off and home button and have also tired a restore but it will still not turn off, anyone any ideas please?

Have you tried just holding the Sleep button for several seconds?  That is the normal way to turn off the iPad instead of just putting it to sleep.  After a few seconds, you should see an arrow to turn it off.  To turn it back on, hold the Sleep button until the Apple logo appears.
Out of desperation, I might try putting the iPad into recovery mode.  I do not recall how to do it, but a search should find it.
