IPad 2 but no FaceTime!!

I bought iPad 2 (WiFi + 3G) from Dubai but it has no FaceTime.I asked and they said it's blocked in the UAE.What do I have to do?If I update my iOS will FaceTime return?

For an added bit of info on the boxes for the apple there are translations,like anything with Arabic is local market so no FT.
Some places sell imported but make sure.
UAE also cannot download Skype ,you have to install on a stick outside then can use.
Monopoly is a game for some and a living for others;)

Try turning down the speak volume (System Preferences->Sound->Output->Output Volume) or the microphone gain (System Preferences->Sound->Input->Input Volume). Do this on both sides of the call.

Thanks Mario, but I tried everything there before posting my question. I may not have been clear in my question since I accidently recorded the whole question as the title and tried to edit. In brief: I have no trouble connecting with my daughter's iPad or my son's iPhone. However, his iPad is sending much higher resolution pictures and we disconnect after about a minute. Oddly, he can hear and see me while my screen first freezes, then goes black and gives me a message of "reconnecting" until it quits trying and shows the buttons to end or redial. The picture quality difference is what is leading me to believe it is bandwidth related. However, I get anywhere from 5 to 10 MB download speeds; usually closer to 10. Last summer, I had 4 granddaughters on their iPads, a grandson on his gaming device and me on cell phone or pc, all using the bandwidth at once with no complaints. If there is a way to lower his outgoing resolution, I think that would help.

Note - When troubleshooting wifi connection problems, don't hold your iPad by hand. There have been a few reports that holding the iPad by hand, seems to attenuate the wifi signal.

Safari and iTunes are built-in apps, they can't be deleted or downloaded. If they aren't showing then are they hidden via Settings > General > Restrictions > Safari and iTunes being set 'off' ?
If there is a Restrctions code on the iPad bu you didn't set it (e.g. it was set by the previous owner) the the only way to remove the code is to reset the iPad back to factory defaults and you can then re-sync your content back to the iPad. Welcome to the Apple Community.
Firstly, you need to change your details with Apple, Start here, change your country if necessary and go to manage your account.
In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
In order to change your Apple ID or password for your iTunes account on your iOS device, you need to sign out from your iOS device first, then sign back in using your updated details. (Settings > iTunes & App store, scroll down and tap your ID)
If you are using iMessages or FaceTime, you will also need to log out and into your ID there too.

I wouldn't want to say exactly, however I would imagine that it has to do with the fact you use the same Apple ID on both devices. Since Facetime was activated on the phone, with the number, and then activated on the iPad with the email and same Apple ID, they are somehow linked. I'm not sure that you can separate it without having a different Apple ID on the two devices. Otherwise you can look at this support document http://support.apple.com/kb/TS3367 and see if that helps you any.
