IPad 2 keeps rebooting, Apple has no answers

My iPad 2 (3G, wifi, 64 gb) never been JB and was working fine with IOS 6.1.2......until I updated to IOS 6.1.3.
After upgrading IOS the iPad started to reboot randomly.
I followed all the suggestions but none worked: tried restart a few times, tried DFU mode, tried restore 3 times from backup, tried configure as a new iPad, drained battery to zero.
I called Apple, they suggested to bring iPad to a certified dealer or to Apple Store.
I did.
After 3 days their answer was "it is an hadware problem, the device cannot be repaired and should be substituted with a reconditioned one, for the amount of 250 Euros"
My answer: "Uh ??? An hardware problem ? After upgrading to new IOS ? The device is in perfect conditions can you check if the new IOS created the problem ?"
No they don't. Since the 1-year warranty is expired 5 months earlier they won't check the cause, they can only substitute the device for the amount mentioned.
What a deal !!!
They charge me 250 Euros for a giving me a used iPad, they get my iPad, the will certainly recondition it and they will certainly resell it to someone else.
All this for upgrading to new IOS 6.1.3 ?

To reset iPad, press and hold the Sleep/Wake button and the Home button at the same time for at least 10 seconds, until the Apple logo appears.

    Try restoring with iTunes.
    Use iTunes to restore your iOS device to factory settings - Apple Support

    You do not need to offer and you should not offer payment payment for help on a user to user support forum. None of us participate here looking for payment. That is not how this forum works.
    Have you tried restoring the device to factory settings? You should backup first, restore to factory settings and them restore the backup as described in here.
    Use iTunes to restore your iOS device to factory settings
    Make sure that you read the last part of the article about using recovery mode to restore. You might need to use it.

    Hi, I tried updating my Ipad 2 with 6.1 and as soon as itunes got to  start as a new or use a back up part, the ipad began rebooting over and over with just the apple logo showing. I have heard where people have went into the store and was told there was nothing apple could do and was offered a used ipad for $250. Now if the ipad was workng fine before the update attempt, why is it the ipad owner's problem? Seems to me that the update was the reason this has happened and  Apple should be replacing the ipad or fixing the problem.
    Any input from the forum would be great.

    What're exactly have you heard this?
    Have you tried a restore? Have you made an appointment with the Genius Bar? Did they tell you it would cost $250?

    Will not turn on, will not turn on unless connected to power, or unexpected power off
    Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
    Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIs and corrosion.
    Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
    After at least 30 minutes, if:
    The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen . Then unplug the phone from power. If it immediately turns off, seek service.

    Updated the software the other week when prompted to but ever since then you can be half way through stuff and it reboots itself back to the apple logo and then comes back on.
    Very annoying

    (A) Try reset iPad
    Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears
    Note: Data will not be affected.
    (B) Try reset all settings
    Settings>General>Reset>Reset All Settings
    Note: Data will not be affected but settings for Wi-Fi, FaceTime, Message, Home Sharing will be reset

    i tried to reset all setting then hard reset then i did a restore for the device now when it open it keeps in the activating mode and searching for networks also and restarting after 5 minuites.

    I have my ipad mini since christmas 2012 and it was working like a charm.
    But a few weeks ago it rebooted out of nowhere, and now it reboots like every 5 minutes average.
    Sometimes it wont boot up properly and boot 3 times in a row, i sometimes even have to force it to reboot by holding the home+lock button.
    I reset my ipad and then restored from a back up but it didn't stop.
    Today I reset mty ipad again without restoring from anything, just blanc, like out of the box, installed facebook and youtube app  and a few minutes later it rebooted again.
    I think i've tried anything but maybe you can help me.

    here is my ipad as it looks right now....
    it crashed on me like before and it roebooted a couple times, i watched tv for like an hour.
    now im back i see that my ipad gave a blue screen :'(
    i had to share this with you guys and the rest of the communitity
    i think i dont have to wait for ios7 -_-
    lets head to the Dixons in the next couple of days....

    I would take it to your nearest apple store and have them help you. You should be able to connect the ipad to your computer and by using itunes reset it to the factory defaults and this should return your ipad to the state it was in when you purchased it.  If that is not what you are trying to do then can you provide some more details about your problem.

    I do not experience any problem browsing Internet or using social networks via wifi but whenever I play a video from YouTube or any other source it stopes streaming after playing 10 to 15 sec video, doesn't matter how close I am from the homehub or which Internet provider I am using. Recently I am experiencing that my phone became slow after installing the new iOS 6.1.2. Application takes time to open. Sometimes application closes on there won without any command. The key l board became slower. I wish I could get the previous version of iOS which was perfect for my iPhone 4.

    Try:
    - Reset the iOS device. Nothing will be lost

    - Unsync/delete all music and resync
    - Reset all settings                  
    Go to Settings > General > Reset and tap Reset All Settings.
    All your preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected.

    Try a reset .
    Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.
    If that doesn't help, tap Settings > General > Reset > Reset All Settings
    No data is lost due to a reset.

    When you try to update the app, is the Apple ID that comes up the same as the Apple ID in Settings>iTunes & App Store?
    Have you tried any troubleshooting steps? e.g. log in on another device, reset password etc.
