With an iOS device, the “Other” space in iTunes is used to store things like documents, settings, caches, and a few other important items. With iOS 5, you can see exactly which applications are taking up the most space. Just head to Settings > General > Usage, and tap the button labeled Show All Apps. You can remove the storage-hogging application and all of its data directly from this screen, or manually remove the data by opening the app. Some applications, especially those designed by Apple, will allow you to remove stored data by swiping from left to right on the item to reveal a Delete button.

Not having enough storage in your iCloud account isn't caused by using your iCloud email account on your device. It may be caused by having lots of email in your account though.
Go to Settings>iCloud>Storage & Backup>Manage Storage to see what is taking up the space in your account.

I think you're saying you cannot even successfully click the "Settings" button.
If that's right, try resetting your iPad. Hold the home and on/off buttons together for about 10 seconds till the Apple logo appears.
Your goal should be to get to Settings > General > Usage which will tell you some of the memory hogs on your iPad. You then should clean some items from the iPad's memory.

Try holding down the Shift key in Windows when opening iTunes. In the resulting dialogue you will get the option to create a new library or navigate to an existing one. The default location for your iTunes library is in C:\Documents and Settings\Username\My Documents\My Music\iTunes\ (or C:\Username\Music\iTunes\ in Vista). Look in there and see if you have more than one library file (they have the extension .itl) If you have more than one try opening them in turn, you may find your original library is still intact: How to open an alternate iTunes Library file

If you know the password to your apple id login - you can then do a restoration once you have put your device into recovery mode using itunes.
read this article to give you direction how to put your device into recovery mode.
Once you have put in your apple id login and password this then will allow you to restore the device once the device is placed in recovery mode.
