IPad 2 Notifications-Do they interrupt the processor continuously?

Or are they just single events?
When you grab and pull down the notifications at the top black info bar (where the clock is) the notifications appear. In order to keep this display updated, is there a constant polling going on?
The reason I'm asking is I'm troubleshooting an intermittent network speed issue. At times it will drop down to 10% of the average speed. Twice I've turned off Notifications and Location Services and the problem went away. That may be coincidental though, as the problem typically only is there for seoonds at a time
The only other activity that I've seen is a wireless client iPhone disassociating and reassociating continuously during the low speed period.

Did you enable the apps in the Keyboard Settings? After you download the apps don't you have to enable the keyboards? Settings>General>Keyboard>International Keyboards>Add new keyboard
I hope you have better success than I did with those apps. I had two of them. They both worked great until the Emoji keyboard was added to the iOS. Now I can't get any of them to work, including the preinstalled Emoji keyboard.
