IPad 2 Wifi + Verizon 3G - Can't Activate 3G

I bought the iPad 2 with Verizon's 3G service in early June and haven't needed to activate the 3G data service until now.  I don't have an existing account with Verizon, so I was planning on using pre-paid service.  For some reason, I cannot activate the 3G service.
When I go to Settings - Cellular Data - View Account with WiFi off (and there is ample 3G service as indicated in the upper lefthand corner of the screen) a box pops up that says "Connection Failed.  The connection to the server was lost.  Please try again later."
When I go to Settings - Cellular Data - View Account with Wifi on, a typical login screen appears as if I have already signed up for service.  There is no way to create a new account.  From what I read online, a different screen should appear that asks me to provide my email address and create a password; from there I would select which pre-paid plan I want.
Has anyone experienced this?  Is there a chance that I could have one of the iPad 2s with duplicate MEIDs?  I read online that they started recalling some the Monday after I bought mine.

I'm having the exact same problem, except I already have an account but with expired data package. I've been trying to add a new data package for the past two days, but I cannot connect at all and get the same message as you. Verizon CS was not able to help whatsoever, though she was able to pull up my account information. I've reset network settings, cleared all settings ... even restored my ipad. Nothing is working.

    HELP!!!  I bought two new phones from Verizon stores for Christmas presents and can't activate either one.  When I try to go on-line I get a message that the activations can't be processed. 
    When I try to call, I get a message that they have Activation support for today but long hold times (understandable) and the automated system keeps hanging up on me (not understandable).
    Any hints on how to talk to someone and get these working today?

    massive frustration that the phone process kept hanging up on me.  finally got to chat with a customer service person (not sure how because I could never find a chat option on-line).  Kari was GREAT; stayed with me and fixed what ever needed to be fixed.

    You will need to have location services on for maps and the other apps that you require location settings for.

    Have you tried a reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.  You can then do a backup

    You cannot access the internet through the connection to a computer hooked up to the internet.
    It may be possible to configure your PC as a WiFi access point. Check your PC documentation for its capabilities.
    Or, purchase a WiFi router and hook it up to your ISP modem. You can hardwire your PC to the modem.
    Good WiFi routers can be purchased for $30-$40 dollars if you shop around.

    He needs to sign onto his iCloud account on a computer and remotely erase the device: https://www.icloud.com
    Once he has erased the device, then he can click on "Remove From Account"

    Have you restarted the iPad at all and tried again, or are you just trying to do this by connecting and disconnecting to your computer's iTunes? If you haven't restarted the iPad - try that.
    Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.

    I have recently bought the new iPad and can use my 4s personal hotspot function in 3G only areas without a problem. Glad I didn't go for the more expensive iPad,it works perfectly.

    I bought a mini iPad for my wife, she was trying to activate it without apple id. She used a gmail address for id while her id is hotmail. I tried several
    times to reset her password and connect the device with iTunes by pressing the home button. The iPad has locked into the first supposed id gmail.

    If she activated the iPad with her gmail then you will have to use that account to unlock the device.
