IPad 3 has a message  iCloud Backup. When I hit OK it won't release message

Have an IPad 3 with a message reminder that ICloud Backup. I tap OK but it won't go away.  Which means I can't get into the IPad until that message goes away.  How do I get rid of this message?

Have you tried a reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
