IPad air says 16GB but mine says 12GB capacity

I am questioning the ipad air capacity since I ordered a 16GB but mine says I have a capacity of 12GB. Is that correct? It may make a difference whether we exchange it or not. thanks

No, it will not make any difference if you exchange it
The difference is caused by two things. One we count decimal and computers count binary. The other is the operating system has to be stored some place.

This is a user to user forum. Apple employees do not actively particpate here.
If the iPad was purchased from an Apple Store, it has a 14 day no questions asked return policy. You can return it in that time period and get a full refund you can use towards the 64GB version.
If its past the 14 day limit then your best bet is to sell it and use the money to buy the larger one.
If it was purchased from another store you would have to ask the store about their return policies.

Apple are not involved in tracking/locating stolen or lost devices. Have you reported it to the police ?
Did you have Find My iPad enabled in Settings > iCloud ? If you did and you had iOS 7 installed on it then it should be harder to remove from your account, and the police could try locating it via http://www.icloud.com

So resetting the iPad by holding down the Home and Sleep buttons together to reset it did the job.

Disconnect other USB devices from your computer and connect iPad to a different USB 2.0 port on your computer (not on your keyboard).
Turn iPad off and turn it on again. Press and hold the Sleep/Wake button on top of iPad for a few seconds, until a red slider appears. Then slide the slider.
Press and hold the Sleep/Wake button until the Apple logo appears.
Restart your computer. Then reconnect iPad to your computer.
Download and install (or reinstall) the latest version of iTune

Using the original charger, my ipad air says it is not certified and wont charge

I've the same issue with my new Ipad Air and using the original charger.
It starts to charges then after a while it stops and issue the incompatible charger msg. Then I unplug and plug again and it starts charging again.
Know the trick thing is, I've exchange the chargers from my other IPad mini and none of the ipads gave any charging issue, they charged till full.
I see no logic on this.

You cannot fix it. Nobody can. There is a limit to how many free iCloud accounts that can be created on one iOS device and the limit is three. Obviously, this device reached that limit which means that this open box iPad was most likely owned by someone else or customers that used theiPad in the store got cute and created iCloud accounts on it and then deleted them.
So that's why deggie is recommending that you return the iPad to Best Buy and get your money back. You bought a device that should have never been sold to you.

Voices on IPad Air Movies Quiet but BackGround Sounds (music, explosions, etc) really Loud

I've having an issue when playing movies on my IPad Air. To hear the voices in the movies, I have to turn the sound all the way up to the max, but when other background sounds play such as music, the sound is so loud I have to turn the sound down. So I am adjusting the sound throughout the entire movie based on what's going on.
I have tried different headphones and it's the same case for all of them.
I know there have been issues reported around the sound with the newest OS, but I have not seen conversations specifically about this issue.
Has anyone had this and found a fix for it?

I Wasn't sure if it was only happening with earphones, but you did say that you tried different earphones, so no apologies necessary. I probably misunderstood. in that case, I suppose one of the channels that the sound goes through could be bad. I think I am using the correct terminology here, but I am no expert by any means. I would assume though, that the same would apply to the speakers themselves, but .... it only happens with earphones and while viewing movies.
Have you tried any troubleshooting steps? Cleaning the earphone jack? Restarting the iPad? Resetting the iPad? Closing the Videos app and restarting?

Recently I brought iPad air 128 GB but showing 115GB why different 13GB

Sell your iPad retina and use that money to offset the cost of a new iPad air.
And if your iPad retina works fine for your uses now, why not just wait - odds are there will be an iPad Air II or something new within a year or less anyway - any consumer electronic device gets replaced with a newer model in very short order anyway. If you try to always have the very latest and greatest, you'll go broke (or nuts, or both).

I have an Ipad Air. I have tried posting videos from Ipad (that I have saved from Nikon & I have taken with the Ipad Air) to Facebook but I am getting a pop up that video is too small and needs to be at least 1 Kb. The videos are at least 30 seconds.

I have tried to post the video from the video itself and also I have tried on the Facebook app and Facebook.com. I go to select video, then I write something about the video. It's showing the video attached before I even "post"to Facebook. Then I hit post and that's when I get the pop up that the video is too small.

Some of it on how hard drive capacity is measured, plus the iPad has installed apps that take up space.
