Ipad air with cellular can be used with any carrier anywhere in the world?

Currently i'm in the US for business, I want to buy the new ipad air with cellular connection but i don't live in the US, can i use it with any carrier, anywhere in the world?

    Apple Australia are selling the iPhone 3G for A$719, the iPhone 3Gs 16 GB for A$879, the iPhone 3Gs 32 GB for A$1040. No contract. After allowing for tax differences, at the moment these are around $100 more expensive than USA prices (Apple tend to set and keep prices relative to the date the item was released, regardless of further changes in exchange rates). This is about A$500 more than an equivalent iPod Touch, so you are paying a premium.
    I am also contemplating buying a replacement iPhone without a phone contract, as most of the time I do not need to use the amount of call time required by a contract. I can already change my data package on a month to month basis. My use pattern is generally a couple of months with no real need for a phone, followed by slightly less than a month of intensive data use, usually in remote areas. Also my partner really, really wants to grab my existing iPhone to replace the iPod Touch she grabbed earlier. The extra iPhone facilities really do give it a decent edge over the iPod. In particular, the always present camera proved way more handy than I ever expected. So I am being encouraged to upgrade.
    Still unknown is whether I can change SIM cards on an ad hoc basis. All major Australian phone companies sell iPhones (except most have stock shortages). Some carriers are only workable in major cities (but have cheap pre paid cards). Others are really expensive, but work well in country areas. Being able to run multiple appropriate SIM cards on different carriers would be really helpful.

    I don't really use it any more live, mainly because I use my iPad for reading music and don't want to switch around apps. I'm not part of the company, but I'll try.
    IMO the iRig manual is way way too simplistic.
    I am attaching some jpeg's of what helped me solve it, though it was tough. If it doesn't open, search Audio Midi Setup help for "sharing midi data over a network". You have to create a wireless session using Audio/Midi setup, OR create an "ad hoc" network using bluetooth if there's no wi-fi (another set of problems...). This may be your issue. There are a few things beyond getting the wireless network appearing that you have to do, that's why I'm suggesting this even though you did it, or a part of it.
    In particular:
    "Anyone" has to be set as who can connect to me in the lower left of the wireless midi setup screen, and
    First get everything else ready, meaning the iPad connecting, THEN LiveRig has to be launched from closed, meaning do an icon hold and close in down iPad, then open it up for it to connect, when everything else is ready. for some reason that helped me.
    In MainStage, you of course need to go to the MainStage #1 Setup screen, drag in sliders, then "learn" them to the LiveRig, which should now be seen when you click "learn" and move a Liverig slider. I have a vague recollection about not seeing iRig in the MainStage #1 top left device window, but then   going into the drop-down menu there where the device shoudl be, selecting it, then learning the sliders. Then in the #2 Edit window you assign the sliders etc.
    I would suggest first connecting it via midi wires and getting it to work, which will help you decide if a problem is in the wi-fi or somewhere else when you go to connect it up with wi-fi. You'd need the Apple Camera Connection kit adaptor. I myself would alway run it via midi if I'm playing live, too many unknowns with unknown networks.

    With new computer (HP Envy 27) running with windows 8, I have the latest iTunes installed, and successfully transferred my itunes library (books, music, TV programs, podcasts etc) to the new computer.  I've tried multiple times to sync my iPad Air with no success.  Only the Podcasts and Apps have been synched.  No TV programs, and only a few music albums and books came across, despite the fact I selected the albums and books to synch individually.  Can anyone help please?

    Since you are able to sync some content and not all, I would first unsync (uncheck the box and hit apply) for a category (lets say books), then go back and re-sync (check the box again) and select just one item that did not sync before.  If it syncs then you know it's not the content.
    If it doesn't sync, then you will have to do a little more testing to see what it is, like trying to sync from a new library or new user.
    Also, verify in itunes what's on the iPad by showing the sidebar and clicking the arrow next to the iPad on that sidebar.  You can see what has made it onto the iPad.  If its on the iPad there, but not showing up in the proper place on the iPad's screen (like books in iBooks) then you will need to troubleshoot the device up to maybe even restoring it as new.

    Only internet based VOIP calls. There are several VOIP apps available in the store including Skype and Google Voice.

    All apps are tied to the Apple ID they are purchased with and is not transferable.

    Both the iPad Air and iPhone 5C use a nano-SIM. Physically, they will work, but your operator may have some restriction. You should check with them.

    If your device is discoverable, the other BT device would try (I am not sure if that would be successful). If it was, it would appear in your system preferences>Bluetooth.

    the free apps are only for ios device (iphone ipad ipod touch) and do not work on mac computers. if you do get pages and numbers on your mac though you can sync the information using icloud

    There are many people using the basic (i5) 2012 MacMini and even older ones to edit complex films in FCP X so you should have no problems.
    I have been using FCP 7 and FCP X since they came out on my 2008 iMac Core 2 Duo and am thinking of getting the same model as you rather than pay the astronomic price for a new 27" iMac.
    The performance won't be quite as fast but it will be at least 4 times faster at rendering than my old iMac.

    This is tagged as answer but it's confusing me.
    From experience, Apple will honour warranty regardless where you purchased the item. As long it has warranty life and the purchase was legit and registered.
    Why would u say iPad with US cellular would not be covered abroad? Is it because the cellular provider initially selected during the purchase?
    I'm seeing contradicting answers in this thread and you did not bother to explain your answer so I feel confused at the moment.
    Another important question, you said it will never connect to 4G and LTE... Why do you make such claim? I have checked the LTE range from iPad specs section and LTE wiki page for UK..it seams that the US iPad does cover the LTE range of the UK. Not sure about other connection types though.
    So please do explain your answer.
