After reviewing your post, I have located an article that can help with your device. It contains a number of troubleshooting steps and helpful advice for the issue you are experiencing:
iOS: Not responding or does not turn on - Apple Support
Your iPhone, iPad, or iPod touch may occasionally stop responding to buttons, switches, or touchscreen input and may exhibit one or more of these symptoms:
Does not return to the Home screen after you press the Home button
Does not wake from sleep after you press the Sleep/Wake button
Does not turn on (or power on) when you press any button
Does not start up past Apple logo
Appears frozen or unresponsive
Is unable to "Slide to Unlock" or "Slide to Power Off"
To troubleshoot these symptoms:
If a single application is not responding or stops responding when it opens, you can force it to close.
If the device is unresponsive or if certain controls aren't working as expected, restart your device.
If the device remains unresponsive or does not turn on (or power on), reset your device.
If there is no video or if the screen remains black, verify that the device has enough charge to turn on:
If you are using an iPad, ensure that it's connected to the USB Power Adapter supplied with the device.
Let it charge for at least twenty minutes, then see if it starts normally.
If there is no image on the screen, press the Sleep/Wake button to attempt to wake the device.
If the screen displays a red battery icon, continue charging the device until the battery is fully charged. Learn more about charging iPhone and iPod touch, or iPad.
If the above steps do not resolve the issue, or the if the screen remains black or shows a persistent Apple logo, try restoring with iTunes:
Connect the device to your computer and open iTunes.
If the device appears in iTunes, select and click Restore on the Summary pane. Learn more about restoring iOS software.
If the device doesn't appear in iTunes, try to force the device into recovery mode, and then restore it.
If the above steps do not resolve the issue, contact Apple.

Is anyone else losing GB capacity on their iPad 4 after the iOS8 update?

I have an iPad 4 & I am quickly losing GB capacity & I haven't downloaded any new Apps or updated my Apps. I haven't added any new pictures either. This all started after the iOS 8 update. I haven't updated to 8.0.1 or 8.0.2, in fear, the latest update would only make me lose more GB Capacity. Is anyone else having the same issue? Does anyone have any advice?

That is what everyone is experiencing. From what I have heard, iOS 8 uses more memory that its predecessor. I am running 8.0.2.
Nothing you can do about it.

Have you tried a soft-reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds, after which the Apple logo should appear and it should reboot.

IPad Frozen after 3.2 update

Help, my ipad froze after attempting to install the update today. I tried putting it into DFU mode and now it won't even turn on. I received an itunes 1602 error. Anybody else experience this?

Here is the info I found on error 3194:
Error 1004, 1013, 1638, 3014, 3194: These errors may be the result of the connection to gs.apple.com being redirected or blocked. Follow these steps to resolve these errors:
Install the latest version of iTunes.
Check security software and ensure that communication to gs.apple.com is allowed. Follow these stepsfor assistance with security software.
Check the hosts file. The restore will fail if there is an active entry to redirect gs.apple.com. Follow theadvanced iTunes Store troubleshooting steps to edit the hosts file or revert to a default hosts file. See "Blocked by configuration: (Mac OS X/Windows) > Rebuild network information."
Try to restore from another known-good computer and network.
If the errors persist on another computer, the device may need service.

If you do not have, or remember, the passcode for Restrictions, the only option available to you is to reset the device to factory settings via itunes.

FORCE IPAD INTO RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. You must follow step 1 to step 4 VERY CLOSELY.
3. Repeat the process if necessary.

My Ipad 2 (after the latest update) now runs out of battery every day....and I am not on it very much. I have tried turning it off and on again...no better.

I followed all of the instructions on the apple website and they still don't work. I have verified that I have apple support for mobile devices installed in itunes and my version of itunes is 11.0.1. - If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

Ive been through various threads on here.
There has been quite a few things said and some people are having luck with.
Reset all your settings works, but only once. when you shut down and open back up same problem.
Ive tried changing how my cookies respond, this doesnt work either.
My app store loads in a second, fastest its ever been.
Ive noticed that when your in settings and click on something eles it takes maybe a second or two before it changes to the next screen something thats never happened on 6
it seems very laggy and slow on somethings and super fast on others

Can't access my Ipad mini after a failed software update. All I get is a black screen and a note to plug in my device in order to update itunes. The update failed and I am unable to get back in. I have rebooted a couple of times - no luck. Is there any way to bypass the update and get back in? Any ideas, Please?

The message telling you to plug into iTunes cannot be bypassed. That is not a message telling you to update iTunes. It is telling you to plug into iTunes on your computer.
You absolutely must restore the iOS a software or you will never get back into your iPad. You have to restore using iTunes on a computer.
Use iTunes to restore your iOS device to factory settings
However, you will most likely need to use Recovery Mode now.

Good evening everybody. I updated my iPad to iOS5 and I was wondering if all my information would be gone? The reason I'm asking this is because I sold my iPad INSTANTLY after i updated to iOS5. When i turned on my iPad, it asked me to choose a language, a location service, and a wifi network. I never actually went through my iPad after updating, and I just assumed everything was wiped. However, my sister keeps telling me my iPad still has my information. I don't recall pressing back up on iTunes. Does anyone know if my iPad has been wiped?

The upgrade system has had dealings with people like you. That's why it usually doesn't ask you about back ups prior to wiping. Instead, it just does it.
