IPad has a feature or insert the SIM card and use it as normal phone?

I tried to insert the SIM card into the drip tray iPad but was too small. iPad has a feature that is inserted into the SIM card and the normal operation of the phone?

The only way to use an iPad as a phone is via one of the Voice-Over-IP services such as Skype.
As to your SIM issue, the iPad requires a micro-SIM, and you apparently tried to use a standard SIM. But such SIMs get you access to data services only; as pjl123 said, the iPad has no phone capability built in.

    The thief could have restored the iPhone which would cause it to no longer appear in Find My iPhone in iCloud, but it won't be usable. People steal them because either the thief is ignorant about Activation Lock, or they depend on buyers looking for a deal will be ignorant, which if you look at the many posts here from people who've bought an iPhone from a stranger and encountered Activation Lock is proof that such ignorance still abounds.

    I wanted to buy the iPhone 3G but annoyignly O2 have adopted stupid tarrifs that make no sense, so I want to replace my Samsung phone that I bought and use with T-Mobile, with the iPhone 3G. O2 will be selling the handsets individually for PAYG, but will that mean I can only use it for O2's services still?

    There isn't any info yet and don't quote me but I'd say there is very high chance it will be locked to O2 and only work with the sim card that the iphone comes with. It's doubtful it will work with the tmobile sim card.

    I had a similar issue activating by HTC DNA.  The activation instructions Verizon sends are horrible since they explicitly mention that you do not need to call in to activate your phone.  I left my SIM activation running overnight and it just didn't work.  I finally called Verizon from my work phone the next day and the agent informed me that you do need to call to activate your SIM card.  You will need to have your SIM card ready when you call (to provide the long string of numbers on the back of the card).  Hope this helps!

    Not in the US, at the present time. Apple has not started selling officially unlocked iPhone 5's in the US, & has not announced when they will.

    It appears that you have an iPhone that is locked to a carrier other than the one you were using. Now that you have tried to update the iOS, it has relocked. That is what happens if you are using a phone that has been hacked to unlock. You have also forfeited support from Apple and from this forum.

    Welcome to the Apple Support Communities!
    I know it has to be frustrating wanting to use your iPhone but cannot turn it on. In this situation I would recommend the steps listed in the attached article.
    iPhone: Hardware troubleshooting
    Will not turn on, will not turn on unless connected to power, or unexpected power off
    Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
    Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIsand corrosion.
    Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
    After at least 30 minutes, if:
    The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen . Then unplug the phone from power. If it immediately turns off, seek service.
    The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.
    Something other than the Home screen or Low Battery image appears, continue with this article for further troubleshooting steps.
    If the iPhone did not turn on, reset it while connected to the iPhone USB power adapter.

    in many countries to make phones seem less expensive
    carriers pay most of the phones price for the customer
    but this come at the cost of the phone only being able to work
    with the carrier this is called a sim lock
    the only people who can remove a sim lock is the carrier which
    the phone is sim locked to they been doing it like that for at least 20 years

    Yes you can.  All Ipad's are unlocked and can be used any where in the world. Buy the AT&T version which is GSM in other countries

    I got the same message.
    I bought an iPhone 5 at full retail price from an AT&T store. I requested the phone to be unlocked through their unlock portal. The AT&T unlock system asked for the IMEI number, a copy of my receipt showing that I bougth the phone at "No Commitment" price. A few hours later I received a message from AT&T stating that the unlock request was approved. I then followed the instructions to back up the phone and restore it through Itunes. The phone activates normally with the AT&T SIM card. But when I insert my VODAFONE SIM I get the massage "THE SIM CARD... etc.
    I tried again to back up & restore the phone 3 or 4 times, no success. I have also allowed 24 hours for the unlock process to complete. Still no luck.
    I have checked again on the AT&T Unlock Status portal and it shows "Unlock approved".
    Where is the issue here? Do I have to call Apple or return the phone to AT&T and get the unlocked phone through the Apple Store?
