IPad has not backed up to iCloud in 8 weeks - How do I move away from this notice?

The iPad has a message titled "iCloud Backup" that states: "This iPad hasn't been backed up in 8 weeks. Backups happen when this iPad is plugged in, locked, and connected to Wi-Fi".  However, I cannot click the OK to navigate away.  I cannot turn the iPad off or do anything, because this pop up.  I can see a message below this notice that advised to go to Settings and make changes, but I cannot get to Settings because the popup will not go away when clicking OK.
Could you please advise?

I have been dealing with this problem since upgrading to ios 6.  I have an old ipod touch that is still running ios 5.? that backs up daily with no problem whatsoever.  I have attemped every solution posted on these help boards (i.e. deleting accounts, turning off all apps from back-up, restarting device, changing routers, attempting back-ups through different wifi spots) sometimes one or a combination of these band-aid fixes will work for a day or two, then suddenly the ipad (version 3) will simply stop backing up, and I will spend hours of frustration going through all the tedious fixes.  All the while my old ipod touch running ios 5 backs up daily with no problem whatsoever.  I have called Apple support and they seemed surprised that this is a problem and offer no real solution whatsoever.
Until Apple gets their head out of the sand on this one, and actually fixes the obvious bug that exists is ios 6 this problem will continue and will not be resolved.

    My iPhone has not backed up to iCloud in 44 weeks.
    This seems to be because you don't have enough room, have you been to settings > iCloud > Storage & Back Up > Manage.... and looked up what is taking up the room and how big your next back would be.
    I noticed my PhotoStream did not appear on the Home screen
    Photo Stream isn't one of the features of iCloud.com

    To get rid of the message and use your iPad normally again:
    Device Reset (won't affect settings/data/music/apps/etc)
    1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.
    2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.
    3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.

    The HT1766 article you attached lists the prerequisites for an iCloud backup:
    iCloud automatically backs up the most important data on your device using iOS 5 or later. After you have enabled Backup on your iPhone, iPad, or iPod touch in Settings > iCloud > Backup & Storage, it will run on a daily basis as long as your device is:
    Connected to the Internet over Wi-Fi
    Connected to a power source
    Screen locked
    You can also back up manually whenever your device is connected to the Internet over Wi-Fi by choosing Back Up Now from Settings > iCloud > Storage & Backup.

And whenever I try Backing up to iTunes or to iCloud via either a pc or a Mac, I get the message: "Itunes could not backup the iPhone because an error occured". I tried turning off all apps for backup, but that did not help. I tried deleting all the photos and that did not help either. I tried the backup trobelshooting and I have tried using different computers. I'm completely stomped.

    Have you tried a soft-reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

    To back up to your computer, right-click on the name of your iPad on the left side of iTunes and click Back Up.  (If running iTunes 11, first go to View>Show Sidebar.)
    To get your iPad to back up to iCloud again, try deleting your last backup (if you have one) by turning off iCloud Backup in Settings>iCloud>Storage & Backup, then tap Manage Storage, swipe across your backup and tap Delete, then go back and turn iCloud Backup back on again.  If it still won't back up, you may have an app that is preventing the backup from succeeding.  To locate which one, go to Settings>iCloud>Storage & Backup>Manage Storage, tap the name of your device under Backups, under Backup Options tap Show All Apps, then turn them all to Off (including camera roll) and try backing up again.  If it succeeds, then the camera roll and/or one of your apps is preventing the backup and you'll have to located by process of elimination. Turn the camera roll On and try backing up again.  If it succeeds, turn some of your apps to On and try backing up again.  If it succeeds again, turn some more apps to On then try again; repeat this process until it fails.  Eventually you'll be able to locate the problem app and exclude it from your backup.
    If it still won't back up you may have network issues connecting to the iCloud server.  Solutions to that include power-cycling your wireless router (unplugging it for 15 seconds, then plugging it back in), resetting network settings on your phone (in Settings>General>Reset), updating the firmware on your router, and changing the router's DNS settings to use Google's public DNS (see https://developers.google.com/speed/public-dns/docs/using).

    The Message is displayed on my iPad's screen saying:

    The instructions were easy to follow, and everything is working just fine.  (I didn't know about holding down the 2 buttons simultaneously to get it back to the Apple on the screen.  I don't think my old iPad did that - maybe I just didn't have an occasion to need it!  (My 1st iPad was the ORIGINAL iPad.   I'm SO happy to have the "newest" iPad with Facetime, etc.  SUCH a wonderful toy!  SO much easier to carry than my MacBook Pro!   I'm a happy camper, randers4.  :-)

    I seem to have all of the proper settings in Settings. I have tried backing up explicitly by selecting "Back up now" in Settings > iCloud > Storage & backup. It acted as though it were backing up but after it was done, iTunes still shows my latest cloud backup date as October 5, 2013, and today I got an alert on my iPhone that it has not been backed up in 5 weeks. WiFi is on, the iPhone is connected to a charger, and the phone is locked. What else do I need?
    I have 4.1 GB of available space in my iCloud account.
    What am I missing?

    If there is nothing 'new' to be backed up, then iCloud isn't going to overwrite the old backup with an exact duplicate.
    What is turned 'on' in your iCloud backup?  Add something new to your device (like a new Contact or Calendar for example), and then try the manual backup again.  Make sure you're connected to wi-fi and plugged into a power outlet.

Any new iCal entry on either iPad or on the iPhone ends up via iCloud on both iPads and iPhone. BUT NOT ON THE MacBookPro. And iCal entry on the MacBookPro does NOT GET SENT to iCloud.com or to either iPad or the iPhone. This is a huge problem for me because I do all my office scheduling on the iPad or iPhone but rely on the MakeBookPro to print out daily client lists. I REALLY need to get this fixed...it is causing major business issues. " No one so far has had a fix....  :(

    My early 2011 MacBook Pro 15 inch is currently online, with good (albeit slow... although that is due to the service provider) internet connectivity via wifi.  The icon shows that I am connected to my network with full bars.  I use an Airport Time Capsule as my wireless router, purchased late last year, and it has worked well until now.  Internet comes via cable modem (provided by the cable company), and can be patchy and quirky, so I am often rebooting the modem, but the airport wifi router typically does not need to be rebooted with the modem to regain connectivity.
    My problem is that my time capsule has not backed up in more than 10 days.  When I went to investigate this, it claims it cannot find the time capsule.  when I open the airport utility on the laptop it claims there is no airport connected (although there is the green light next to the internet icon).  I checked on this using the airport utility app on my iPad, and it has no problem identifying the router as an airport time capsule.  I did update the firmware on the router using the app on the iPad, but it made no difference to the laptop.
    First question: Do you think this is a problem with the Airport router or my MacBook?
    Second Question: what can I do about it?
    My MacBook feels like it is on its last legs anyway, so I am currently looking at replacements, but I really want to make sure it is backed up in case it dies before the new one arrives!!  On the other hand, we have serious power issues here, and while the router is on a UPS, the UPS battery is basically fried and conks out in about 5 minutes, so the Airport is constantly being cycled on and off, which I worry could also be causing problems with the proper operation of the device (although the fact that it works with the iPad makes me think that is not the case... but I don't really know).

    Welcome to Apple Support Communities
    Hold Sleep and Home buttons for 10 seconds until your device restarts, so you will be able to use your device again. Finally, open Settings > iCloud > Storage & Backup, and make a backup. The device will be backed up when it's plugged to the charger and connected to your network
