I want to use it as my cell phone but how do I do that?

Hello,
A day before got new IPAD mini (Wifi-Cellular). When trying to look forpasscode enable option, it ended with nothing to avail. Would like to know if there is any such priviledge or not. Secondly, when the iPad is left idle for awhile ,say, 5 minutes,, a poor screensaver pops up and continues to play IPad advertisement, which we usually find in DEMO products @stores. Doubtful, if seller has handed over bad/demo stuff to me. Please suggest. It took whole of last night to figure out on Google, but no success.

You can configure a passcode for your iPhone, iPad, or iPod touch using Settings > General > Passcode Lock.

If you are unable to modify certain passcode settings, there may be a configuration profile that requires these passcode options.
You can find out if a profile is installed by tapping Settings > General and looking for the Profile setting between Accessibility and Reset.

No iPads ( or iPhones for that matter ) come with a sim
in or out of the box
You have to buy a sim either on a PAYG or contract
Your iPad will not be locked to a carrier
and you can switch the sim as often as you like
I always turn off my idevices before changing the sim
this eliminates any potential conflicts

I bought new Ipad mini, wifi Cellular. And created Apple ID, its asking VISA card number to register payment method, I given my ICICI VISA card details but Its showing as, "Payment method declined". Anybody can help me?

User to user forum, we have no access to Apple stuff which would tell us why your card was declined.

Either will work fine in Central Asia as loge ad the carries support GSM (almost all do).
One of the iPads will only work with the AT&T GSM) network if you are in the USA and the Other with the Virizon network (uses CDMA, not GSM/SIM) if you are in the USA -

WiFi works wherever you can find a WiFi Access Point/Router and you know the connection passcode, or it is an open wifi.
Cellular will work if you sign up for a local iPad data plan and sim card. -

I'm from Italy but I'll soon go on an exchange program in the US. I wanted to buy an iPad mini there because I'm going to need one. I think that iPad mini WiFi + cellular will be the best option so that when I'll come back to Italy I can use it with a local sim. But in the US I would use it as if it was only iPad mini WiFi, so I wouldn't buy an it&t/verizon sim, whereas in Italy I would buy a sim and use it as it is, WiFi + cellular. Would it work or not?Yes as long as the provider supports iPad data plans.

As far as i know service provider is not a constraint for i pad as ipads are always unlocked. Also, do we need to get nano sim from US or India srvice provider will have it? i am asking this as in Singapore iPads are offering 3 free nano sim cards.There is no CDMA in Europe or UK if that influences you, only GSM

An apple representative told me its ok to buy a Ipad mini wifi cellular because they are NOT locked devices, I can just take the at&t chip out and put in another carrier. and it will work
I thought apple change the name from Wifi + 3G to Wifi + Cellular because it has features to work just like a cell. e.g. recive calls and text etc.

No, you do not have to activate the iPad when it is purchased. I have had one for over 6 months and have never activated it. Using it in your home country will depend on the network requirments there and how compatible they are with the specifications of a French iPad.
As far as warranty goes, currently, you would need to return the iPad to France (or the country of purchase) for service. Although there are rumors of a change to this, but like all rumors, who knows if or when that may change.
