IPad Mini - Carrier keeps searching

I have a iPad mini wifi+cellular which after one of the iOS updates has disfunctioned the Carrier Searching. The Carrier now shows searching all the time and the Carrier option in the Setting Comes and Goes. I have tried updating to latest iOS and also testing with multiple sim cards which work on other iPhone. Not to mentione other steps like power down, restart, etc. has all been done.
Any help and solution is appreciated.

Also, to add the iPad worked like charm for around 6-7 months since when it started giving the issue. I was not using it for last few months and need to get it fixed now so that I can start re-using. It is not covered in warranty any more.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    Try resetting the device (nothing will be lost): Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears (up to 30 seconds). When the Home screen redisplays, see if the issue has resolved itself.

    my ipad mini wifi keeps restarting when i touch the screen or i play some games on it. it will fade to black suddenly, and then it will show the apple logo then and it will turn on then if will use it again it will does the same again....     Apple's download AND activation servers are being stressed today with all the downloads/activations. It might be best to wait and try later.

    Today I buy a ipad mini retina and I found after I restored the setting in iCloud which was stored by my old ipad mini's setting(restore with old ipad mini by iCloud), finally found the ipad minie retina keep rebooting - show apple logo, blue screen appeared and apple logo appear.
    I connect the ipad mini retina to my Mac book pro, and found that itune shows the name of the ipad mini retine is my old ipad mini's name... I think some thing damage the boot code and cause it keep rebooting,

    Got exactly the same problem here. Can't even reset/ shut off the device, so it keeps on flashing with the blue screen.

    As I've already mentioned, I can't connect to iTunes or the App Store, the same message appears every time: "Cannot connect to the iTunes Store". I downloaded a few apps before I connected my iPad Mini to my Computer. I started doing an update that was about 9 or 10 hours long, somewhere around that time, and I unplugged it about halfway through the update and since then I've not been able to get onto iTunes or the App Store. I checked to see if I could continue the update but when I looked on iTunes again, no updates appeared. On my iPod Touch 4th Generation, everything works absolutely fine and it is logged into the same Apple ID. I've tried resetting my Network Settings, logging into someone else's Apple ID, connecting to a different Wifi, changing the DNS settings to 8.8.8.8, rebooting my Computer and iPad and changing the HTTP Proxy to Auto. Is there anything else I could try or am I just overlooking something? I would really appreciate it if someone could help me out here, thanks!

    Can you connect to a wifi source on the device? Enable wifi in settings on the device itself. If you don't have wifi at home, there may be a local hotspot you can use for this.
    The reason this happens is carriers don't want people downloading huge files that would slow their network as well as eat up your data plan.

    blue tooth in iphone is only for headset support means you can only connect a blue tooth head set with your phone thats about it for blue tooth functionality,

    Yes, I have the latest app, but it just loses connection.  I have just reinstalled it again, that fixes it and it will work for a few days.  Everything else works fine on the ipad mini.

    Good evening everyone,
    I know this title seems similar to existing questions around the internet, but they were either out of date or didn't lead to an answer.
    The two devices in question are an iPad Mini Retina and a Macbook Pro late 2013. They are both up-to-date in software terms with iOS 8.3 and OS X 10.10.3.
    I kind of ruled out the cable as the culprit because the connection to my iPhone is flawless which makes me think the USB ports aren't part of the problem either (Problem occurs on both Ports). Connecting the iPad to a power socket works fine as well.
    As the title states it (re-)connects and disconnects in intervals of approx. 0.5 seconds which is followed by a "dong", the charging symbol on the iPad and a message in iTunes which either states "Device isn't connected" or "Device wasn't found". I tried to check the box in iTunes "Prevent devices from automatically syncing[...]" but nothing changed.
    This problem does not occur at all times but I have not been able to get a hold of when it does work.
    I also tried a diagnose on my Macbook but no errors have been found and the iTunes Version is up to date as well.
    This is about all the input I got and really do hope to get some helping answers.
