IPad mini gps

Hi,
I'm currently using ipad mini but I have problem to use ipad mini as gps. I do not have data plan with ipad mini and iphone but i can use the gps function in iphone by using the portable wifi, the problem is I cannot use gps in ipad mini by using the same wifi. Can i know what should i do with setting or ipad mini cannot use as gps?

GPS signals are separate from and completely unrelated to both the Internet and the cellular telephone network.  GPS signals come directly from the GPS satellites.  They provide signals that allow GPS receivers to calculate latitude and longitude information.  Navigation software then takes that latitude/longitude info and converts it to land mass, roads, bridges, highways, buildings, etc.
Most navigation software stores the maps right in the iPad/iPod/iPhone but a disadvantage is that the maps must be periodically updated (perhaps once every two years).  The Internet is not required to use the system but it is required to update the maps.
Some navigation software gets the maps from the Internetand requires an Internet connection to function but an advantage is that the maps are always up-to-date.
The WiFi+3G/4G iPad and the iPhone both have a GPS receiver.  The WiFi-only iPad and the iPod do not and these devices require an accessory.

    Only the cellular iPads have built-in GPS, the wifi-only models rely on getting their position from the router that they are connected to being in Apple's database (though there are some external GPS units which apparently work them e.g. Bad Elf GPS).

    You can use it without being connected to 3G. Only the 3G/4G iPads have a built-in GPS chip, the wifi-only models don't, and you can use apps such as TomTom with it which contain the maps, you don't need to be connected to 3G (or even have activated 3G on the iPad) or wifi to then use it.

    Answer would be no unless application provided such feature. Numbers does not as far as I know.
    Note that even if you have complete list of formulae used in a table, identifying formulae referencing any given cell is not simple.
    E.g., cell T20 is referenced not only in

    In order to identify such formula, we have to actually evaluate it to see if it references the given cell. Especially such formula as OFFSET() and INDIRECT() may not be found by static parser because their parameters can be dynamic.

    It was announced it would run 'ALL' iPad apps.

    Important Information
    Even though the cellular model iPads are the only ones which have built-in GPS circuitry, you do NOT need to have a mobile data plan and / or SIM installed in the iPad to use the iPad app. When you install the app, the maps are installed along with it, so there is no need to "stream" the maps off the internet while the app is in use.
    The app does NOT require an active internet connection while in use.
    So I guess that means that as the maps are stored on the iPad all it has to do, when not in cellular range, is use the GPS function via satellites.

    There are a couple of companies that make external GPS devices that work with iPads.
    The only one I actually have seen personally is the Bad Elf Bluetooth device, which worked fine.  They also make plug in versions of their devices.

    Technically speaking Assisted GPS tends to be more accurate in locations with lots of obstacles between the device and the satellites,such as buildings or tall trees etc. In wide Open areas the line of sight to Satellites makes this not necessarry.

    Techncially speaking A-GPS is the kind you want if you need very fast and accurate positioning in places where obstacles may inhibit or reflect the signal causing noise and location distortion.  Again like in a big city with very tall buildings.
