new ipad mini when new ios 7 is installed message is coming estimating time remaining - but nothing happens and also couldn't stop download . what is the solution for this

TTry resetting the iPad and see if the update will complete.
Hold down on th sleep and home buttons at the same time for about 10-15 seconds until the Apple logo appears on the screen. Let go of the buttons and let the iPad start up.

Plug your iPad into your computer, open iTunes, and click Restore. This will reset your iPad to factory settings, so make sure everything important is stored safely. Once the restore is complete, do NOT restore from your backup.
If you still have problems, take the iPad to the Apple Store or another AASP (Apple Authorised Service Provider). If you're still within warranty, any service will be of no cost. Check your serial number here or find your receipt.

What happens when you try?
Have you tried restarting or resetting your iPad?
Restart: Press On/Off button until the Slide to Power Off slider appears, select Slide to Power Off and, after It shuts down, press the On/Off button until the Apple logo appears.
Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10-15 seconds).
No data will be lost.

Connect the iPad to a charger, let it charge for half an hour, then try a reboot by holding both the power and home buttons until the apple logo appears.
If that does not work, start iTunes on your computer, connect the USB end of the cable, then press and hold the power button on the iPad and connect the other end of the cable. Hold the power button for three seconds, and while continuing to hold it, press and hold the home button. Continue to hold both buttons for ten seconds and then release the power button but continue to hold the home button for another twenty seconds.
When you release the home button, iTunes should now see the iPad and allow you to restore it.

What country are you in ? iTunes Radio is currently only available in the US - if you are in the US then it should show in the Music app.

You can look in your notifications and poke through your settings panel. There's a ton of stuff defaulted to on that you may not need, such as background app refresh and background updating of apps.

What kind of ipad mini / ipad 2 you got?
AFAIK,
1. ipads drain battery with 3g/4g on (regardless on wifi or not) 1% overnight.. so for 7 days .. 65 is about correct.
2. Are your ipads setup to receive remote push notification? (more push = more battery drain.. as the screen lit up)
3. With iOS 6 vs iOS 4 .. there are more stuff running in the background and more toggles.. that could also contribute to battery drain.
