IPad not charging if not turned off

Hi.
I have an iPad 1 gen that will only charge if i turn it off. If i then connect it to the wall charger, my work PC, my iMac or my MacBook Pro it will start to charge and also turn itself on. In our household we have an iPad2, two iPhone's and two iPod's. They all work as they are supposed. The iPad is also not recognized with the PC or the two Mac's. I cannot restore it either because it will not connect to iTunes on any of the Mac's or the PC. I have turned it off several times. Done soft reset on it. It is not able to find upgrades trough OTA. I have not jealbreaked it or done anything like that. The iPad has only been used it what i belive is the supposed ways. We do not have any Apple stores in Norway, so i cannot bring it to a genius bar. Any tips?

Go into the iPad's settings.
Choose General settings from the list on the left side of the screen.
You will find the Auto-Lock setting midway down the list. This setting allows you to choose how long the iPad waits before going to sleep.
Choosing the Auto-Lock feature will bring you to a new screen with the option to auto sleep after 2, 5, 10 or 15 minutes. You can also turn the feature off completely by choosing Never.

Then you should try restoring the iOS software next. Read this and pay attention to the last part of the article that describes recovery mode, you may have to restore your iPad that way.

Have reset the ipad, but that changed nothing. I can not turn off Keychain, iit remains "pending approval". Probably, the only thing to do is to close my icloud account...which I hate to do since there is a lot of data saved there. But, I am unable to back the ipad up on my Windows 8 computer because itunes no longer opens when the ipad is attached.
Oh well...computers are computers and it is impossible to cover 100% of the situations.
Keychain iss not the best app for someone who lives in 3 different countries.

I recommend purchasing lion on a USB drive at Apple Store. This will avoid all of the downloading hassles.
Also, be sure you clone your hard drive first. A lot of people want to go back to Snow Leopard and if you choose to do this cloning will make the process very easy.

Try a reboot by holding both the power and home buttons until the apple logo appears, ignore the red slider if that appears. See if that clears the glitch.

I really don't know what else to try except for restoring the iPad - or letting the battery totally drain, recharge the iPad and then see if it will work.
The problem with letting the battery drain is I would be afraid that you would not be able to turn the iPad on. However, usually when you recharge the iPad, it turns on again by itself.
Anyway, in the meantime, until you can get this resolved - you don't have to turn the iPad off for my reason other than to restart for troubleshooting purposes. If the iPad will recharge and if it goes to sleep OK, there is no reason to have to turn it off.
When exactly happens when you try to reboot? Does the red slider at appear at all?

Try holding the power and home buttons for ten to fifteen seconds until the apple appears. If still bad, try a restore from within the computer&itunes.
