IPad to iPad FaceTime error

Hello,
Ok so my entire family got an ipad 2 for Christmas, we can FaceTime each other at the house but cannot FaceTime our other family members in their houses. They can also FaceTime each other at their house. We can't connect to each other though.  I have norton firewall and have opened the required ports and it still doesn't work. Everytime we get a message saying FaceTime failed when trying to connect to my brother and their kids. My brother doesn't have a firewall system so they didn't have to open any ports. This is very frustrating so if you could please help that would be great!
